On June 17, reporters learned from the National Energy Administration that in recent years, China has increased its energy development and utilization in the western region and accelerated the construction of a number of nationally important energy bases. Among the seven major onshore new energy bases under key construction—Xinjiang, the upper reaches of the Yellow River, the Hexi Corridor, the Yellow River Jizi Bend, northern Hebei, the Songliao region, and the lower reaches of the Yellow River—four are located in the western region. As of the end of 2023, the total installed capacity of new energy in the 12 provinces of the western region exceeded 400 million kilowatts, accounting for about 40% of the country's total new energy installed capacity.
In terms of hydropower, the western region is rich in hydropower resources, with technically exploitable resources accounting for more than 80% of the national total, mainly distributed in the Jinsha River, the upper reaches of the Yangtze River, the upper reaches of the Yellow River, the Yalong River, the Dadu River, the Wu River, and the Hongshui River basins. As of the end of 2023, the 12 provinces of the western region had built about 270 million kilowatts of hydropower.
At present, relying on the hydropower regulation capacity of major river basins in the western region, the large-scale development of wind and photovoltaic new energy bases in and around the basins is being driven, achieving integrated planning and construction of hydropower, wind power, and solar power. Integrated hydro-wind-solar bases have been planned and laid out in the Yalong River, the upper reaches of the Jinsha River, and the upper reaches of the Lancang River, mainly distributed in Tibet, Sichuan, Yunnan, and other provinces. At present, the plan for the integrated hydro-wind-solar base in the Yalong River basin has been issued, and the plans for integrated hydro-wind-solar bases in the upper reaches of the Jinsha River and the upper reaches of the Lancang River are under study and preparation.
In terms of coal, since the 14th Five-Year Plan period, the National Energy Administration has optimized the layout of coal production capacity and promoted the construction of five major coal supply guarantee bases: western Inner Mongolia, eastern Inner Mongolia, northern Shaanxi, Shanxi, and Xinjiang, which basically cover the three provinces of Shanxi, Inner Mongolia, and Xinjiang and the cities of Yulin and Yan'an in Shaanxi. In 2023, coal output from the country's five major coal supply guarantee bases was 3.83 billion tons, accounting for about 80% of the national coal output.
