IV. Project overview:

The Taicang to Changzhou section of the Shanghai-Wuhan Expressway is an important component of the Shanghai-Wuhan National Expressway (G4221), of which the section from the Jiangsu-Shanghai boundary westward to the Dongbang junction is a shared segment with the Shenhai Expressway (G15). This project is an important component of the "Horizontal 8" of the "15 Radials, 6 Verticals, 10 Horizontals" in the Jiangsu Provincial Expressway Network Plan (2017-2035). It connects southern Jiangsu with Shanghai and is one of the main entry and exit corridors between Jiangsu Province and Shanghai Municipality.

Construction of the existing expressway started in 2000 and the entire line was completed and opened to traffic in 2004. The route of this expansion section starts at the Jiangsu-Shanghai boundary at Liuhe Bridge, runs westward through Taicang, Changshu, Zhangjiagang, Jiangyin, Huishan, and Wujin, and ends at the Changzhou South Interchange, with a total length of 134.865 km. The current section from the Jiangsu-Shanghai boundary to the north bridgehead of Liuhe Bridge is a dual-direction six-lane expressway with a design speed of 100 km/h and a subgrade width of 34 m; the section from the north bridgehead of Liuhe Bridge to the Dongbang junction is a dual-direction six-lane expressway with a design speed of 120 km/h and a subgrade width of 35 m; the section from the Dongbang junction to the Changzhou South Interchange is a dual-direction four-lane expressway with a design speed of 120 km/h and a subgrade width of 28 m.

The entire line is widened and expanded along the existing Shanghai-Wuhan Expressway. Among this, the approximately 5.754 km section from Xinnan Village to Meigang Village in Changzhou utilizes the existing Xudun Bridge on Provincial Road 232 with single-side subgrade widening, while the remaining sections adopt two-side subgrade widening. The design vehicle load class for newly built and widened bridges and culverts adopts Highway Class I, while existing bridges retained continue to use the original load standards; other technical indicators are implemented in accordance with the relevant provisions of the Technical Standard for Highway Engineering (JTG B01-2014).

The entire line involves in-situ expansion of 17 interchanges in total: Taicang, Banqiao (formerly Provincial Road 339), Taicang North (junction), Shaxi, Shaxi (junction), Dongbang (junction), Changshu, Fenghuang, Zhangjiagang (junction), Zhangjiagang, Yangshe (junction), Xinqiao, Huaxi, Qiaoqi (junction), Henglin (junction), Qishuyan, and Changzhou South; relocation and new construction of 2 interchanges: Changshu North and Changshou (formerly Xiake); demolition of the Qingyang interchange; and new construction of 5 interchanges: Zhitang, Dayi, Xuxiake, Furong, and Lijia.
