By establishing a "one case, two investigations" mechanism, optimizing bid evaluation and award methods, and strengthening post-award management, it has further deepened source-level governance.

　　 In accordance with the working principles of "special deployment, special inspection, and special assessment," the Guangzhou Municipal Housing and Urban-Rural Development Bureau focuses on difficult issues and pain points such as safety accidents, quality complaints, contract disputes, and wage arrears petitions, and, in light of hot topics and focal issues reflected in routine patrols and complaints and reports, carries out special rectification actions at appropriate times, including the "Spring Action," the "Hundred-Day Assault Action," and special inspections of resettlement housing. It applies differentiated, classified treatment under the approach of "small entry points, deep penetration," identifies genuine entry points and breakthrough points, and has investigated and rectified a number of projects in violation of laws and regulations.

　　 It issued a work plan for monthly supervision and assessment of the real-name system and wage separate-account management for projects under construction, drawing business personnel from the Municipal Bidding Office, the Municipal Quality Supervision Station, the Municipal Cost Station, and the Construction Management Center to form four law enforcement teams. These teams conduct on-site supervision and inspection of projects with problems such as inadequate implementation of the real-name system and wage separate-account management, public-opinion clues regarding wage and payment arrears, and non-standard contracting and subcontracting management. In conjunction with real-name system assessment, they simultaneously dig deep into illegal clues such as subcontracting and illegal subcontracting, and through penetrating law enforcement, implement the "one case, two investigations" approach.

　　 It optimized bid evaluation and award methods and formulated bidding guidelines, guiding tenderers to focus on examining the strength of the teams that bidders invest in projects and to comprehensively examine bidders' investment in projects. Bidders are encouraged to propose reasonable subcontracting plans in their bid documents and list subcontracting enterprises, reflecting their construction management strength, prompting outstanding construction enterprises to shift from "competing on price" to "competing on teams and quality," giving substantive enterprises an advantage in bidding competition, and effectively squeezing the survival space of shell companies.

The trading platform automatically collects information on the management team personnel of the winning bidder and pushes it to the construction real-name information platform for real-name registration and attendance management, performs information comparison, and urges personnel to be present on site and perform their duties. In addition, it regularly carries out dynamic verification of construction enterprise qualifications, cracking down on illegal acts such as enterprises failing to meet qualification standards and personnel being withdrawn after qualifications are obtained, cleaning up "zombie" and "shell" enterprises and enterprises that frequently change personnel, ensuring that key indicators such as the enterprise's main personnel meet qualification standard requirements, cracking down on illegal acts of reselling, leasing, lending, or otherwise illegally transferring qualification certificates, and standardizing enterprise operating practices.
