Recently, 11 departments including the State Administration for Market Regulation, the Office of the Central Cyberspace Affairs Commission, the Ministry of Industry and Information Technology, the Ministry of Public Security, and the Ministry of Housing and Urban-Rural Development jointly issued the Guiding Opinions on Implementing the Public Safety Standardization Foundation-Building Project (hereinafter referred to as the Guiding Opinions), requiring the implementation of the relevant deployment requirements of the National Standardization Development Outline and giving full play to the foundational and leading role of standardization in advancing the modernization of China's public safety governance system and capacity.

Deepening the advancement of standardization in the field of public safety and improving the public safety system are important measures for enhancing public safety support capacity and promoting the transformation of the public safety governance model toward ex-ante prevention. The Guiding Opinions specify that by 2027, a public safety standards system that is structurally optimized, scientifically sound, and internationally compatible will be basically established, the capacity for standards supply will be significantly enhanced, the foundation for standardization work will be further consolidated, and the level of standards internationalization will be substantially raised.

The Guiding Opinions deploy key tasks in six aspects, including strengthening the overall planning and layout of the public safety standards system, building an efficient and collaborative standardization work system, and advancing the development of digital integrated service capacity, and specify that standardization development be strengthened in 15 key areas, including public safety fundamentals and general provisions, public security, transportation and road traffic safety, work safety, disaster prevention, mitigation, relief and comprehensive emergency management, fire rescue, and building products and equipment.

The Guiding Opinions require that standardization administrative departments at all levels and relevant competent administrative departments, in accordance with their statutory duties, fulfill their responsibilities for supervising and managing standards implementation, strengthen the implementation of mandatory standards in key industries and fields from the perspective of the full standards lifecycle, enhance closed-loop management of standards development, implementation, and information feedback, and carry out statistical analysis of the implementation of mandatory national standards and evaluation of implementation effects in fields such as gas appliances and accessories, road traffic safety, and fire protection. The development of mandatory national standards concerning the safety of people's lives and property shall be accelerated, mandatory national standards for products such as gas appliances and gas hoses shall be published and implemented, and mandatory national standards such as those on electric bicycle safety technology shall be organized for revision.

In the field of building products and equipment, the Guiding Opinions propose that, with the goal of enhancing building seismic resistance, research and development as well as revision of standards related to engineering seismic resistance, shock absorption, and seismic isolation be carried out, and product standards for building seismic isolation rubber bearings, building friction pendulum seismic isolation bearings, metal slide rail seismic isolation bearings, and spherical bearings for building steel structures be improved. To ensure construction safety, standards for related products such as scaffolding, building structural materials, curtain wall adhesives, and building components and parts shall be revised and improved.
