Recently, it was learned from the Sanya Municipal Bureau of Business Environment Construction that the "Measures for Improving the Quality and Efficiency of Fixed Asset Investment Projects in Sanya" (hereinafter referred to as the "Measures") has been issued. Through eight specific measures, it further optimizes the business environment, improves the level of engineering project management services, advances the campaign to expand investment and increase efficiency, and supports Sanya's high-quality development.

It is reported that the "Measures" focus on the entire process of fixed asset investment projects, including planning, approval, commencement, implementation, and acceptance, and propose eight specific measures at different levels: reengineering the approval process, conducting regional assessments, implementing the commitment system, compressing planning and drawing review time limits, improving construction and bidding efficiency, optimizing the commencement management mechanism, accelerating completion acceptance, and organizational support. The responsible units for each measure are clearly defined to ensure work responsibilities are fulfilled. At the same time, clear requirements for improving quality and efficiency are put forward for issues commonly existing in the current project advancement process, such as planning permits, construction permits, bidding management, commencement of construction, and completion acceptance.

Focusing on reengineering the approval process, Sanya continues to optimize approval procedures. By delegating administrative approval authority—such as construction permits and fire protection design review (parallel approval) for building and supporting facility projects under 30,000 square meters (inclusive)—to the district people's governments, it ensures the effectiveness of delegation while reducing approval levels and shortening approval processes, allowing enterprises and the public to handle approval matters without traveling across the city and reducing the number of trips; at the same time, by implementing parallel approval for multiple permits, it creates an application scenario of "one matter handled at one time," enabling simultaneous acceptance and approval of procedures such as construction permits and fire protection design review for the same construction project.

In terms of improving approval efficiency, Sanya implements regional assessments. For engineering construction projects in concentrated contiguous development areas, the competent authorities conduct regional assessments for energy conservation, mineral resources under pressure, geological hazard risk, and soil and water conservation, enabling engineering construction projects in the area to share and use assessment results. Replacing individual project assessments with regional assessments avoids the cumbersome and repetitive work caused by separate assessments for individual projects, makes the approval process more centralized and efficient, and to a certain extent reduces the economic costs of enterprises.

Implementing the "commitment system" to strengthen project service supervision. By implementing a commitment system for a series of matters such as the "commitment system for possessing substantive construction conditions," "commitment system for architectural design indicators," "commitment system for ecological and energy-saving design," and "commitment system for engineering quality," Sanya helps solve the problems of long approval times and low efficiency. By weakening prior approval and strengthening in-process and post-event supervision, it improves administrative approval efficiency.

Optimizing the commencement management mechanism to safeguard preliminary project work. Through application and filing for commencement, after the project owner unit determines the general construction contractor, submits the "Application for Early Commencement" and obtains approval after analysis and judgment at the municipal major projects office meeting, the approval department approves "foundation pit support and earthwork excavation" construction by document approval, effectively reducing waiting time and approval cycles, accelerating project commencement, strengthening supervision and management of projects by relevant departments, and speeding up project commencement.
