The launch ceremony of the China (Liaoning)–Belarus Science and Technology Cooperation and "Belt and Road" Foreign Experts Shenyang Tour was held on the 5th at the Shenbei University Town Science and Technology Park in Shenyang. The event was guided by the Liaoning Provincial Department of Science and Technology and the Liaoning Provincial Department of Human Resources and Social Security, hosted by the Shenyang Municipal Bureau of Science and Technology and the Shenbei New District People's Government, and jointly organized by Shenyang Normal University and the China-Russia-Belarus International Collaborative Innovation Center.

It is reported that the event aims to promote cooperation and exchanges between Liaoning Province and Belarus in fields such as science and technology and talent. During the event, Yang Hongying, Deputy Director of the Shenyang Municipal Bureau of Science and Technology, introduced Shenyang's scientific and technological innovation to Chinese and foreign experts; Jiao Xuemei, Senior Vice President of Zhongke Tailin Group, presented an overview of the China–Belarus science and technology cooperation activities. Experts and scholars from the Institute of Metal Technology of the National Academy of Sciences of Belarus, the Joint Institute of Mechanical Engineering of the National Academy of Sciences of Belarus, the Institute of Metal Research of the Chinese Academy of Sciences, Northeastern University, and the Shenyang Research Institute of Foundry released research results and conducted technical exchanges in the fields of metallurgy, casting, and construction machinery, expressing great expectations for technical cooperation between the two countries in related fields.

The establishment of the Shenyang China–Belarus International Cooperation Base in Shenbei New District marks an important breakthrough for Liaoning Province in implementing its "opening northward" strategy. In the future, as an important international platform for China–Belarus cooperation, the base will always be government-led and talent-driven, relying on universities, research institutes, and science and technology enterprises to build a highland of "industry + talent + technology," successively carry out a series of China–Belarus international science and technology cooperation activities, promote talent introduction, cultivation, and exchange, drive the transfer and transformation of technological achievements and the localization of key technologies, and strive to become a model of international cooperation in Shenbei and even Northeast Asia.

In addition, through the construction of the Shenyang China–Belarus International Cooperation Base, Shenbei New District of Shenyang will conduct in-depth exchanges and cooperation with Belarus in fields such as aerospace, automobile manufacturing, new energy, and new materials.
