According to the website of the Ministry of Water Resources, from 8:00 to 23:00 on June 16, heavy rainfall occurred in the upper reaches of the Hanjiang River in Guangdong, with an areal rainfall of 73 mm. Affected by this, the water level at the Sanheba hydrological station, a control station on the main stream of the Hanjiang River, rose to the warning level (42.00 m) at 23:40 on June 16. In accordance with the Ministry of Water Resources' "Regulations on Flood Numbering for Major Rivers Nationwide," it was numbered "Hanjiang Flood No. 4 of 2024." Seventeen rivers in the Hanjiang River basin experienced floods above the warning level, of which seven rivers including the Tingjiang River exceeded the guaranteed level, and the Songyuan River and Shiku River experienced their largest floods since records began. The Sanheba station is expected to reach a peak water level of about 48.50 m around midday on June 17, about 6.50 m above the warning level.

Li Guoying, Deputy Commander-in-Chief of the National Flood Control and Drought Relief Headquarters and Minister of Water Resources, required early warning, rapid response, systematic operation of the basin's reservoir groups, and dike patrol and defense to ensure safety. The Ministry of Water Resources conducted rolling consultations and assessments, made targeted deployments in advance, and in response to the flood situation launched a Level IV flood defense emergency response for Guangdong Province at 22:00 on June 16, maintained the Level IV flood defense emergency response for Fujian Province, and issued notices to the water resources departments of the two provinces and the Pearl River Water Resources Commission, requiring them to carry out all flood control and flood fighting work, especially to promptly evacuate threatened people in the Mianhuatan Reservoir area and downstream, and dispatched an additional working group overnight to the Hanjiang front line to guide local flood defense efforts.

The Pearl River Water Resources Commission launched a Level III flood defense emergency response, scientifically carried out joint operation of the basin's key reservoir groups, operated the upstream Mianhuatan Reservoir to effectively intercept floods and reduce peaks, and had midstream reservoirs such as Gaobei release water in advance to free up storage capacity, making every effort to ease downstream flood control pressure. The water resources departments of Guangdong and Fujian strengthened flood control operation of large and medium-sized reservoirs, impounding floodwater as much as possible on the premise of ensuring reservoir safety, urged and guided local authorities along the rivers to strengthen dike patrols and hazard inspections and promptly evacuate people in low-lying areas, and have urgently evacuated and resettled 11,100 people.

At present, the Ministry of Water Resources has three working groups on the flood control front line guiding and assisting local flood control and flood fighting efforts. Next, the Ministry of Water Resources will closely monitor the flood development trend in the Hanjiang River basin, conduct rolling consultations and assessments, dynamically adjust response deployments, and make every effort to carry out flood defense work.
