Gongzhuling keeps a close eye on every stage of project planning, reserve, construction, commissioning, and achievement of results, strengthens innovation-driven leadership, and firmly grasps major projects. This year, the city plans to implement 100 projects each worth over 50 million yuan, with an annual planned investment of 10.7 billion yuan; the number of projects is 15 more than at the start of the year and 19 more than last year, including 45 new projects and 55 continued projects; 92 projects have already resumed or started construction, 26 more than in the same period last year, including 37 new and 55 continued, for a start/resumption rate of 92%, up 11 percentage points year on year.
　　At the start of the year, the city held a mobilization conference for the year of project construction breakthrough and concentrated investment attraction, further sending the clear signal of "keeping our eyes on projects and centering our work around projects" and "vigorously pursuing projects, pursuing major projects, and pursuing good projects." Taking advantage of the winter break, it carried out a concentrated campaign on project procedures, and in accordance with the citywide list of projects worth over 50 million yuan slated to start or resume construction, applied the "five-ization" working method to work backward from deadlines and fight according to the chart, advancing step by step and by category according to each project's planned start/resumption date. For all eligible new projects, the deficiency-tolerance mechanism is fully applied, so that projects can start construction as soon as land is acquired, ensuring that all that can start do start. It fully implements service mechanisms such as municipal-level leadership contracting, project secretaries, departmental handling on behalf of others, joint meetings, and "deficiency-tolerant processing," strengthens and refines project scheduling, improves project construction efficiency, and actively expands effective investment. The main leaders of the Municipal Party Committee and Municipal Government led teams to conduct on-site work at 61 locations and 82 project sites in the main urban area, the Changchun National Agricultural High-tech Zone, the Changchun Daling Economic Development Zone, the Gongzhuling Economic Development Zone, and some townships, to understand problems in project construction, study solutions on the spot, advance project construction progress, and generate more physical work volume. It organized factor-guarantee departments to conduct joint acceptance inspections at project construction sites; for 18 completed projects such as the Lightweight Industrial Park and Jilin Weikawai Auto Parts, it provided face-to-face training and Q&A, proposed feasible working methods and solutions, and completed completion acceptance on the same day when procedures were complete, promoting projects to reach production and achieve results as soon as possible.

Focusing on the "1369" strategic arrangement, it gives full play to the coordinating role of the investment attraction leading group, formulates investment attraction assessment measures, issues a plan for the investment attraction breakthrough campaign, and accelerates the formation of a fervent atmosphere of all-staff and all-round investment attraction. In terms of strengthening investment attraction forces, it focuses on both the development of the investment attraction cause and the training of young cadres, strives to improve the professional level of investment attraction cadres, actively "goes out" and proactively "invites in," and uses the most direct and effective means of investment attraction to comprehensively publicize and promote Gongzhuling, attracting more entrepreneurs to gain an in-depth understanding of Gongzhuling, come to Gongzhuling, and invest in Gongzhuling.
