Since the beginning of this year, the Fenghua District Development and Reform Bureau has focused on the requirements for high-quality project construction, strengthening coordination, optimizing services, and maintaining frequent communication, making every effort to promote the orderly implementation of the province's "Thousand Projects, Trillion Yuan" engineering projects.
First, strengthening coordination to advance schedule optimization. Centered on project implementation plans, project progress and investment plans are formulated on a monthly basis, all projects are promoted to be incorporated into the province's major project database for unified management, and all surveillance videos are connected to the province's "Thousand Projects, Trillion Yuan" video platform; the requirement for continuous construction of major projects is implemented, the Baikeng Reservoir expansion project is promoted to achieve non-stop construction during the Spring Festival holiday, and the Fenghua District Medical and Health Complex, the Siming Road rapid transformation, and the Life and Health Industry Base projects resumed work before the tenth day of the first lunar month; an implementation plan for schedule optimization of government-invested and state-owned enterprise-invested projects is studied and formulated to shorten project construction schedules.
Second, optimizing services to boost project acceleration. Leading cadres from departments such as economy and information technology, water resources, and transportation are selected in a targeted manner to serve as "project managers (assistants)," carrying out regular contact, visits, and services, relying on the "1245" coordinated scheduling mechanism to pool efforts for tackling difficulties and boost project construction quality and efficiency; for example, coordinating the Fenghua District Art Base project to complete approval of its mineral resource disposal plan, coordinating with the Fenghua District Business Environment Office during the construction bidding stage to reasonably arrange the project's bid opening and award procedures, ensuring the project officially started construction on March 4; and promoting the Baikeng Reservoir expansion project to secure superior-level funding, laying solid support for the smooth implementation of the project.
Third, maintaining frequent communication to guarantee project progress. Project progress and existing difficulties are regularly summarized on a monthly basis, and project monitoring and data maintenance are well performed; at present, the main structure of the Fenghua District Medical and Health Complex is basically completed, the Fenghua District Art Base and the Life and Health Industry Base projects have fully started construction, the Baikeng Reservoir expansion and Siming Road rapid transformation projects are being accelerated, and the Xingyuan Zhuomei project has completed land transfer. At the same time, the S312 Coastal Central Line reconstruction and expansion and the S204 West Ring Line southward extension have been incorporated into the province's ordinary provincial highway projects (packaged) in the implementation plan of the province's "Thousand Projects, Trillion Yuan" engineering projects, providing support for securing element resources such as provincial and municipal land use quotas.
