This June is the 23rd National "Work Safety Month," with the theme "Everyone Talks About Safety, Everyone Knows Emergency Response—Keeping Life Channels Clear." Recently, housing and urban-rural development systems in Fujian, Beijing and other places held launch ceremonies for "Work Safety Month" activities, deploying key tasks and, through emergency rescue drills, consultation and publicity, and speech contests, pushing the "Work Safety Month" activities to go deeper and become more substantive.

Formulating Plans and Clarifying Priorities

How should "Work Safety Month" activities be carried out? What are the key tasks? What issues need attention during implementation?

Xiamen City, Fujian Province, formulated a work plan for "Work Safety Month" activities in the housing and urban-rural development system, specifying the carrying out of publicity and education, emergency drills, and investigation and rectification, and organically combining and advancing in parallel the three-year action for tackling root causes in work safety, flood and typhoon prevention, fire safety and other key tasks, so as to further enhance the public's safety awareness and ability to avoid danger and escape, effectively improve the quality of investigation and rectification of safety hazard risks, uphold the positive interaction between high-quality development and high-level safety, and create a sound, safe and stable environment.

The Department of Housing and Urban-Rural Development of Sichuan Province issued a notice to organize "Work Safety Month" activities across the province's housing and urban-rural development system. According to the notice, a standardized observation event for building construction will be held to showcase advanced intelligent technologies such as intelligent elevators, integrated platforms for intelligent construction equipment, and simulation-based practical operation, and to display technical achievements in multiple application scenarios of smart construction site platform development; regional characteristics should be leveraged and industry features highlighted, and through methods combining online and offline approaches, "Safety Publicity and Consultation Day" activities should be carried out to popularize knowledge of laws and regulations on safe gas use, safe construction, safe housing, and fire safety review and acceptance, as well as common knowledge on emergency escape, and to promptly respond to public concerns and issues of interest; focusing on the main content of "Keeping Life Channels Clear," extensive publicity should be conducted through various new media platforms, outdoor electronic screens, and residential community notice boards on the meaning and identification methods of life channel signs and the necessity and legal responsibility of keeping them clear, so as to expand the reach and influence of "Keeping Life Channels Clear" publicity.

At the launch ceremony of "Work Safety Month" activities for Beijing's housing and urban-rural development system, the relevant person in charge stated that currently Beijing's building construction sector has a large area under construction and many key projects, with heavy safety supervision tasks and great responsibility. This year's "Work Safety Month" activities mainly include work safety knowledge competitions, on-site work safety publicity and consultation day activities, standardized observation and learning of on-site work safety, on-site hazard investigation competitions, and the three-year action for tackling root causes in work safety for housing and municipal engineering. Relevant units are required to take the "Work Safety Month" activities as an opportunity, adhere to putting people and life first, uphold the coordination of development and safety, uphold safety first and prevention foremost, continue to firmly establish the awareness of the safety red line, promote the implementation of work safety responsibilities, effectively improve the quality of risk and hazard investigation and rectification, and further enhance safety awareness and emergency response capabilities across the entire industry.

On-site Observation and Immersive Experience

Many places carried out on-site observation in conjunction with the launch ceremonies of "Work Safety Month" activities, helping participants learn more about standardized construction for safety and civilized construction, smart construction site operations, and intelligent construction elevators, thereby enhancing safety awareness.

During the on-site observation session, Yichang City, Hubei Province, organized participants to learn about the digital and intelligent safety and quality control measures throughout the project construction process. At the work safety VR (virtual reality) experience center, there are more than 10 types of advanced functional equipment, including an AI (artificial intelligence) clothing recognition system, a safety education and training quick-response buzzer, and smart safety belt interactive experience devices. Through immersive real experiences such as safety helmet impact experience, safety shoe use experience, and electric shock sensation experience, participants personally saw and experienced the harms of unsafe behavior, achieving the effect of "one experience, lifelong benefit." The observation area also displayed a large number of improved and newly developed standardized protective facilities, such as prefabricated cantilever protective platforms, prefabricated steel enclosures, elevator shaft protective platforms, and portable stepladders, which meet the new standards and new requirements for work safety.

The Department of Housing and Urban-Rural Development of Zhejiang Province held an on-site observation meeting for the action to improve public safety literacy in housing and municipal engineering, setting up multiple areas including a one-stop safety education experience hall, a VR safety education hall, a management personnel exhibition hall, and a smart technology exhibition hall. Among them, the one-stop safety education experience hall features functions such as health checkups, basic safety knowledge training and education, real-name registration, education and training assessment, knowledge of major project risk sources, and popular science on escape and self-rescue; the VR safety education hall uses VR technology to set up emergency escape and rescue scenarios for sudden accidents at construction sites, providing construction workers with an interactive learning environment. The relevant person in charge said: "These display scenarios are all applied in actual construction processes. Through training, assessment and other forms, we enhance construction workers' risk prevention, safety emergency response awareness, and self-rescue and mutual-rescue capabilities."

Organizing Activities in Diverse Forms

The Housing and Urban-Rural Development Bureau of Wuwei City, Gansu Province, closely focusing on the theme "Everyone Talks About Safety, Everyone Knows Emergency Response—Keeping Life Channels Clear," organized special emergency drills for fires and falls from heights. The emergency drills targeted the characteristics of fire and fall-from-height accidents and were conducted according to procedures including accident discovery, reporting, plan activation, emergency command, on-site rescue, aftermath handling, accident investigation, and emergency disposal, covering all links of emergency rescue and disposal for safety accidents. According to the relevant person in charge, the emergency drills were based on the emergency plan for work safety accidents in building construction and activated a Level IV emergency response for construction safety accidents in Wuwei City. Upon expert evaluation, the emergency drills were compactly organized, closely coordinated, properly commanded, effectively disposed of, and precisely measured, completing all drill content and achieving the expected results.

At the finals of the speech contest themed "Everyone Talks About Safety, Everyone Knows Emergency Response—Keeping Life Channels Clear" in the housing and urban-rural development system of Xiangtan City, Hunan Province, contestants combined their own work and, centering on content such as safety management, safety awareness, safety knowledge, safety skills, and production and operation activities, spoke vividly and sincerely about their understanding of work safety. "Work safety allows no room for the slightest negligence and no trace of luck." The contestants used safety accidents that occurred around them as examples to sound the alarm, telling everyone to always keep the string of work safety taut. It is understood that the Housing and Urban-Rural Development Bureau of Xiangtan City has held work safety-themed speech contests for many consecutive years, aiming to further enhance everyone's work safety awareness, improve safety management levels, and safeguard the city's safe and stable safety situation through lively and entertaining methods.

Tongzhou District, Nantong City, Jiangsu Province, held the launch ceremony of "Work Safety Month" activities and a centralized comprehensive work safety consultation event. Through methods such as setting up publicity display boards and distributing publicity materials and items, they interacted face-to-face with the public, popularized work safety knowledge, and helped the public improve safety prevention awareness and self-protection capabilities. According to statistics, more than 200 copies of publicity materials and over 100 publicity items of various kinds, such as canvas bags and umbrellas, were distributed.
