Recently, the State Council issued the 2024-2025 Energy Conservation and Carbon Reduction Action Plan. Among its measures, it proposes strengthening capacity and output regulation in the building materials industry. It calls for strictly implementing capacity replacement for cement and flat glass, strengthening output monitoring and early warning in the building materials industry, and promoting the normalization of staggered production for cement. It encourages the comprehensive utilization of tailings, waste rock, waste slag, and industrial by-product gypsum. By the end of 2025, the national cement clinker capacity is to be controlled at around 1.8 billion tons. Access for new building materials projects will be strictly controlled. Newly built and expanded/renovated cement, ceramics, and flat glass projects must reach the benchmark level of energy efficiency and Grade A level of environmental performance. Vigorously develop green building materials, promote the conversion of basic raw materials into finished products, the light-weighting of wall insulation materials, and the prefabrication/assembly of decoration and renovation materials. By the end of 2025, the share of capacity at or above the energy efficiency benchmark level in the cement and ceramics industries is to reach 30%, and the share of capacity at or above the energy efficiency benchmark level in the flat glass industry is to reach 20%; capacity in the building materials industry below the energy efficiency baseline level is to complete technological transformation or be phased out and withdrawn.
