According to the Hebei Provincial Forestry and Grassland Administration, since June 2023, Hebei Province has continuously consolidated its foundations, accelerated its pace, and mobilized the entire province to fight the battle of the Three-North Project, resolutely building a green ecological barrier for the Beijing-Tianjin-Hebei region. As of now, a cumulative total of 1.395 million mu of key project construction tasks have been completed, including 235,000 mu of artificial afforestation, 314,000 mu of closed mountain forest cultivation, 406,000 mu of degraded forest restoration, and 440,000 mu of degraded grassland restoration and treatment. This year, Hebei Province will complete 2.87 million mu of the Phase VI Three-North Project construction tasks, including 1.35 million mu of the original "dual" tasks and 1.52 million mu of the first batch of ultra-long-term special treasury bond projects.
　　Over the past year, Hebei issued the "Implementation Opinions on Strengthening Comprehensive Desertification Prevention and Control and Promoting the Construction of Key Ecological Projects Such as the Three-North Project," and the Provincial Forest Chief Office issued the "Key Work Points for the Forest Chief System in Hebei Province in 2024," redeploying and redoubling efforts on the tough battle. The Hebei Provincial Forestry and Grassland Administration immediately established a special task force for the tough battle, going all out to ensure all work is carried out in detail and implemented effectively. Localities and departments responded actively, and cities successively established coordination mechanisms or leading groups for the Three-North Project and issued 2024 forest chief orders one after another, jointly advancing the construction of the Three-North Project.
　　With strong support from the National Forestry and Grassland Administration, the planning scope of Hebei's Phase VI Project has been expanded to 85 counties (cities and districts), among which the Hunshandake Sandy Land annihilation battle zone has added 6 counties, reaching 11 counties (cities and districts). Adhering to the principles of zoned measures and classified governance, focusing on winning the annihilation battle on the southern edge of the Hunshandake Sandy Land, and taking sand prevention and control and soil and water loss control as the main direction, Hebei persists in integrated protection and systematic governance of mountains, rivers, forests, farmlands, lakes, grasslands, and deserts. It has laid out three major areas—the core tough-battle zone, the coordinated advancement zone, and the consolidation and expansion zone—and planned five major projects: the annihilation battle on the southern edge of the Hunshandake Sandy Land, the Yanshan ecological security barrier, the Taihang Mountains ecological security barrier, the large-scale forest farm in the upper reaches of Baiyangdian, and the millennium Xiulin (Beautiful Forest) construction in Xiong'an New Area, comprehensively drawing up the "battle map" for the tough battle of the Three-North Project.
　　Over the past year, Hebei has coordinated guidance and services for project planning, seized the policy "window period," and around five major key ecological comprehensive governance projects, compiled and submitted 5 feasibility study reports, 13 integrated protection and restoration implementation plans for forests, grasslands, wetlands, and deserts, and 1 implementation plan for consolidating achievements. Upon review, 10 were listed as key projects and 9 as reserve projects. The 2024 continuation projects have been included in the scope of support from ultra-long-term special treasury bonds. To ensure the successful completion of construction tasks according to the time nodes required by the state, the Provincial Forestry and Grassland Administration has strengthened coordination and linkage with the Provincial Development and Reform Commission and relevant municipal forestry and grassland departments, increased advancement efforts, and urged and guided localities to carry out land plot implementation and operation design compilation in advance. At present, all 7 cities involved in the 13 continuation projects have completed warehousing as required by the state. It has guided 11 cities to further improve the implementation plans for integrated protection and restoration projects of forests, grasslands, wetlands, and deserts, and guided 4 cities to do a good job in feasibility study compilation, intending to reserve them as the third batch of key projects.
　　In addition, Hebei has actively promoted the concentration of various factors into project construction, stimulating new momentum for the high-quality development of the Three-North Project. According to the average standard of 1,500 yuan per mu for artificial afforestation, Hebei's provincial fiscal funds invested 140 million yuan in 2024 to support project construction. Localities are allowed to combine actual conditions and adopt methods such as "subsidies in lieu of awards" and "subsidies after afforestation" to disburse afforestation funds, effectively mobilizing the enthusiasm of all parties to participate in project construction. To further promote the integrated development of the Three-North Project and the yellowhorn (Xanthoceras sorbifolium) industry, the Baoding Municipal Government issued management measures, authorizing Baoding Guolin Development Group to be responsible for investment and construction of the Phase VI Three-North Project, increasing the leading role of flagship enterprises in participating in project construction. Shijiazhuang City, following the overall approach of ecological industrialization and industrial ecologicalization, vigorously promoted the planting of 16,500 mu of ecological economic forests such as Forsythia suspensa and wild jujube, with a cumulative total of about 5.5 million seedlings planted, providing about 2,400 jobs for local people, becoming a vivid case of turning green mountains and clear waters into mountains of gold and silver. Baoding City, taking the creation of a national woody oil industry rural revitalization demonstration zone as a starting point, planted 60,000 mu of yellowhorn in Laiyuan, Laishui, Yi County, and other places, with a cumulative total of 5.04 million seedlings planted, achieving a win-win situation for ecology and industry. Hebei, together with Beijing and Tianjin, signed the "Beijing-Tianjin-Hebei Forestry and Grassland Seed and Seedling Cooperation Framework Agreement" among the forestry and grassland authorities of the three places, and jointly held forestry and grassland seed and seedling supply-demand matchmaking meetings with surrounding provinces and cities, strengthening information sharing and coordination to ensure the supply of seeds and seedlings for the Three-North Project.
