Entering the Huating Polypropylene High-Value Industrial Park, modern production lines are under intensive construction, and intelligent equipment is running at full speed.
According to reports, this industrial park is a 10-billion-level industrial park fully built by the Huating Municipal Party Committee and Municipal Government, closely focusing on the goal of building the Longdong coal-power-chemical industry development highland and taking the extension and supplementation of the coal clean and efficient utilization industry chain as the main direction. At present, three projects have been negotiated and introduced: the Yongrun polypropylene modification high-value project, the Tonghu wire and cable and instrumentation production line, and the annual production of 500,000 tons of high-speed rail parts production line construction project.
Towering cranes, roaring machines, shuttling vehicles, and workers intensively constructing at their respective posts... Entering the construction site of the 10-million-ton intelligent centralized washing plant project of Huating Coal Industry Group Co., Ltd., there was a scene of vigorous construction.
According to the project leader, this project is one of the key projects of Huating Coal Group focusing on the extension and supplementation of the coal clean and efficient utilization industry chain, with an estimated total investment of 556 million yuan, achieving deep quality improvement and quality-based grading of coal through centralized washing. At present, the main plant building, raw coal preparation workshop, thickening pond, and other engineering constructions are being implemented. The project is expected to be completed in May 2025. After completion, it will process 10 million tons of raw coal annually, produce 9 million tons of clean coal and 1 million tons of gangue, and achieve sales revenue of 5.33 billion yuan.
Since the beginning of this year, Huating has continued to "attack major projects, optimize the environment across the board, upgrade standards to benefit people's livelihood, and promote harmony through good governance," concentrating efforts on building the "two places and one city" and the "provincial industrial model city," focusing on projects, expanding investment, extending chains, and revitalizing industries. The start-up and resumption rate of 64 high-quality list projects reached 87.5%, and 140 key industrial chain projects completed an investment of 750 million yuan. As of the end of April, the added value of industrial enterprises above designated size increased by 14.3%, and fixed asset investment increased by 21.9%.
Arriving at the project site of the micro vibration motor and stepper motor production line located in Incubation Workshop No. 1 of the Jingchuan County Small and Medium Enterprise Incubation Park, machines were running continuously, and workers were winding, welding, assembling, and testing micro special motors for mobile phones. The project was completed and put into trial production in mid-May, and installation of two micro vibration motor production lines is currently underway. After the project is completed, it can achieve an annual output value of 100 million yuan, pay taxes of 2.2 million yuan, and drive employment for about 500 people.
As a key project for extending and supplementing the biomedicine industry chain in the Pingliang Industrial Park (High-tech Zone), the first and second phases of the Gansu Liangwei Biomedical Raw Materials Green Manufacturing Project have been fully completed. Joint debugging is currently underway, and full preparations are being made for trial production. It is expected that after full production, it can achieve an annual output value of 1.5 billion yuan and pay taxes of 75 million yuan.
Projects are the "ballast stone" for stabilizing economic growth and the "hard support" for promoting high-quality development.
Since the beginning of this year, based on resource advantages and centering on the nine major key industrial chains, Pingliang has connected and implemented the "five lists" of major preliminary work, new starts, continued construction, upward striving, and investment attraction, deeply explored and carefully studied policy dividends, solidly carried out project reserve planning, and drawn up the "construction drawings" and "task books" for the year's project work. Each county (city and district) has reversed the construction schedule, fought according to the drawings, and intensively promoted project construction to speed up and improve efficiency. Breakthrough progress has been made in extending, supplementing, and strengthening key industrial chains, and projects in fields such as starch biomanufacturing, carbon products, and electrical equipment manufacturing have blossomed in multiple points, making the foundation supporting high-quality development even more solid.

Entering the 10,000-head Pingliang Red Cattle Fattening Base located in Shangliang Town, Lingtai County, the spacious and tidy cattle sheds, clearly complete functional areas, and intelligent and convenient mechanical equipment all reflect modernity and a sense of technology.
As an investment attraction project, the project has an estimated total investment of 350 million yuan. At present, a cumulative investment of 239 million yuan has been completed, 17 cattle sheds and ancillary facilities such as forage sheds, silage pits, and harmless manure treatment have been built, and 4,950 beef cattle have been purchased. It is expected to fatten and slaughter more than 10,000 Pingliang red cattle annually and achieve income of 170 million yuan.
Since the beginning of this year, Lingtai County has focused on the six key industrial chains to plan and implement 93 major projects, with an annual planned investment of 6.42 billion yuan. Focusing on the primary industry of clean and efficient coal utilization, it has made every effort to promote the implementation of projects such as coal mines, power plants, railways, and water source guarantees. Keeping a close eye on the characteristic and advantageous industries of cattle, fruit, and vegetables, it has continued to advance major projects, providing momentum support for economic and social development.
"In the past, when frost came, orchards would suffer heavy losses. Now, with the help of science and technology, fruit farmers feel much more at ease!" At the project site of the orchard disaster prevention and mitigation demonstration base in Weirong Town, Jingning County, a relevant person in charge of the county government said, pointing to the large frost prevention machines standing in the orchard.
Based on the advantages of apple resources and climate and geographical characteristics, Jingning County has built six centralized demonstration bases for preventing and reducing low-temperature frost disasters in orchards, including Chengchuan and Weirong, continuously promoted new and superior varieties, strengthened the frost defense system, ensured increased fruit production, improved fruit industry efficiency, and increased fruit farmer income, and promoted the high-quality development of the Jingning apple industry chain.
As a "Tianjin-Gansu joint construction" aid project, the Zhuanglang Salvia Miltiorrhiza Science and Technology Innovation Park project has completed the breeding research and development center and is building a 5,000-square-meter multifunctional processing workshop, which is expected to be completed and put into operation by the end of August.
According to reports, after the project is completed, it will rely on the College of Life Sciences of Nankai University to carry out key core technology research, cultivate more than 20 million seedlings annually, drive the county to plant more than 8,000 mu of Salvia miltiorrhiza, generate income of 50 million yuan, and further improve the new integrated industrial development model of Salvia miltiorrhiza breeding, planting, and processing.
Since the beginning of this year, Zhuanglang County has focused on "agricultural heads and industrial tails, grain heads and food tails, livestock heads and meat tails" to plan and implement 150 key industrial chain projects, with an estimated investment of 11.02 billion yuan. The planned investment within the year is 6.09 billion yuan, 99 projects have started or resumed construction, and 1.14 billion yuan has been completed. It has continued to amplify the brand advantages of the national apple industry and potato industry cluster project areas, comprehensively accelerated chain extension and supplementation projects such as apple storage and sorting and potato breeding and processing, and promoted the upgrading of advantageous industries such as cattle, fruit, potatoes, vegetables, and medicinal materials.
Arriving at the project site of the Smart Agriculture Science and Technology Demonstration Park of the Jinghechuan Modern Agriculture Industrial Park in Kongtong District, rows of white steel-frame greenhouses were neatly arranged and spectacular. The project has an estimated total investment of 540 million yuan and covers an area of 706 mu. After the project is completed, it is expected to cultivate 2.56 million high-quality fruit and vegetable seedlings annually, produce 12,000 tons of fruits and vegetables and 8,000 tons of concentrated fruit and vegetable juice, and achieve an output value of 150 million yuan, which will strongly support the modernization of regional agriculture.
The calcium-based new material product processing production line project of Pingliang Rongshuo Building Materials Co., Ltd., with an estimated total investment of 35 million yuan, plans to build a new fully enclosed steel-structure production workshop and a product testing and exhibition room. It is expected to be completed and put into production in November. It will effectively combine with the first-phase project, develop synergistically, complement advantages, promote the deep processing of active lime, and demonstrate and drive the transformation of the lime industry from construction-grade lime to industrial-grade lime.
Since the beginning of this year, Pingliang has strengthened scientific and technological support and developed deep processing. Major progress has been made in the construction of nine key industrial chain projects, including clean and efficient coal utilization, Pingliang red cattle, and Jingning apples. A number of industrial bases, leading enterprises, and flagship products with domestic influence, provincial standing, and Pingliang's advantageous characteristics have been cultivated and built. The concentration and relevance of industrial development have been further enhanced, and the embryonic form of full-chain and cluster-based development has initially taken shape.

As a major provincial investment attraction project, the Gansu Yusen annual production of 360,000 tons of household paper project has an estimated total investment of 4.5 billion yuan. Within the year, the first phase will be completed and put into production, helping Chongxin County become the largest papermaking base in Northwest China.
"From foundation excavation to building topping-out, the main body of the project's first comprehensive office building took only 50 days, running out the 'acceleration' of project construction," said Li Jun, deputy general manager of Gansu Yusen New Material Technology Co., Ltd., with emotion.
