In June, Tumen is lush with greenery and full of vitality. Along the banks of the Tumen River, the wave of project construction—characterized by "early action, fast action, more action, solid action, and concerted action"—is surging ever higher. The planning blueprint has become a reality on the ground, presenting an encouraging scene of a hundred boats racing forward.
This year, Tumen City plans to implement 70 key engineering projects with a total investment of 10.92 billion yuan, including 42 new projects with a total investment of 6.5 billion yuan and 28 continued projects with a total investment of 4.42 billion yuan. As of now, 33 projects have resumed or started construction, including 17 new projects and 16 continued projects.
At present, Tumen is everywhere upholding the clear guiding principle of "judging heroes by projects." Departments at all levels are proactively providing services and strengthening coordination and linkage, going all out to promote early commencement, early completion, early production, and early results of projects, effectively creating a vivid situation in which project starts continue unabated, construction advances in overlapping phases, and completions follow one after another.
At the construction site of the Tumen City Modern Cold-Chain Logistics Warehousing Base project, the sounds of hammering and cutting are incessant, and engineering vehicles shuttle back and forth.
The project has a total investment of 702 million yuan and is being built in two phases; Phase I has now started construction. It is planned to build warehousing and processing, border trade, and cold storage facilities to carry out cold-chain storage and transportation, processing, and import and export of agricultural specialty products. After completion and production, it is expected to achieve an annual output value of 600 million yuan and pay 60 million yuan in taxes.
At the same time, the construction site of the standardized factory buildings and supporting infrastructure project of the Fine Chemical Industry Park in the Tumen Border Economic Cooperation Zone is also a busy scene: various types of machinery are running at full capacity, and staff members are performing their duties and carrying out construction in an orderly manner.
"This is the main project of the Tumen Chemical New Materials Circular Economy Industrial Park, with a planned total investment of 1.03 billion yuan," said the person in charge of the project. It will build factory buildings and warehouses, a hazardous chemicals parking lot, road and bridge works in the Tiedong District, pipe networks and ancillary facilities in the Tiexi District, and intelligent monitoring and a smart platform.
This year, Tumen City has firmly established the concept of "projects as the king" and is fully implementing the "Tumen Strengthening" plan. By focusing on "strengthening industry, strengthening the city, strengthening infrastructure, and strengthening livelihoods," it is proactively integrating into Jilin Province's "One Main, Six Dual" high-quality development strategy and Yanbian Prefecture's "Top Ten Industrial Clusters" industrial layout. Relying on advantages in industry, location, ecology, and culture, it is further improving industrial chains, expanding industrial clusters, and optimizing the industrial ecosystem, focusing efforts on addressing shortcomings, strengthening weaknesses, improving quality, and increasing efficiency, continuously expanding effective investment, and constantly consolidating the foundation for revitalization and development.
To optimize institutional safeguards and solidly promote faster and more effective project construction, Tumen City has further strengthened problem orientation, responsibility orientation, goal orientation, and results orientation; established and improved a consultation and linkage mechanism; set reversed schedules and carried out operations with wall charts; and coordinated the promotion of six core links in the early stage of projects, including project initiation, environmental impact assessment, and land use planning, ensuring that key projects are consistent with national planning and higher-level requirements for various types of project applications. It has deeply implemented models such as approval with tolerance for missing materials, parallel approval, and notification-based commitment approval; improved the full-cycle closed-loop service mechanism for projects; comprehensively optimized approval processes, simplified approval materials, and shortened approval time, going all out to achieve "acceleration" in project construction.
At the same time, Tumen City continues to refine service tracking and deepen the practice of the frontline work method, changing "waiting to receive approval and passive service" to "proactive door-to-door service and motherly considerate service." It promptly grasps the progress of enterprise project construction and the problems encountered, always provides assistance for the implementation of enterprise projects, and serves as a good "shop assistant" for enterprises. It continues to implement the working mechanism of "one special task force for each key project," keeps a close eye on the key links of project construction without letting up, strengthens monitoring, conducts real-time scheduling, and carries out regular supervision, ensuring that no link falls behind and striving to ensure that projects are "sufficient in reserve, strong in continuity, good in quality, and complete in procedures," thereby providing strong momentum and a solid guarantee for promoting the high-quality development of the county economy.
