Recently, the key equipment optimization and upgrading project for the public engineering platform of the Dezhou Canal Hengsheng Chemical Industrial Park, with a total investment of 699 million yuan, is seizing the "golden period" of construction and striving toward its milestone goals. On site, various types of engineering machinery and equipment are running continuously, and construction workers are carrying out operations in an orderly manner, working hard to fill up the "progress bar" and accelerating project completion and commissioning at a running pace.
It is understood that the project will build an air separation unit with a capacity of 100,000 Nm3/h of oxygen, along with supporting public works, auxiliary facilities, and safety and environmental protection facilities. Once completed, it will play a positive role in empowering the production and manufacturing of high-end chemical new materials and fine chemical products in Decheng District, Dezhou City, and in promoting the chain-based development of the new energy, new materials, and chemical industries.
As the half-year milestone arrives, the construction of key projects has entered a critical stage, which is also a key construction window before the northern region enters the flood season. To this end, Decheng District has firmly established the concept that "seizing projects means seizing development," stepping forward and working hard with swift action, seizing the "golden period" of project construction, strictly controlling safety, strengthening on-site supervision, optimizing work shifts, ensuring both project progress and quality, striving for breakthroughs with vigorous and rapid efforts, and continuously setting off new upsurges in project construction.
Key projects are advancing steadily, accumulating momentum and empowering economic development. Among the industrial key projects implemented in Decheng District, alongside the key equipment optimization and upgrading project for the public engineering platform, 41 other projects are also accelerating construction, including the Hualu Hengsheng amide raw material optimization and upgrading project, the Heima cold chain logistics project, and the Decheng District Traditional Chinese Medicine Hospital branch. Among them, multiple projects are working vigorously to catch up with progress and striving to achieve completion and commissioning by the end of June. At present, 90% of the interior fine decoration of the new campus of Dezhou Hospital of Integrated Traditional Chinese and Western Medicine (Dezhou Proctology Hospital) has been completed, and it is expected to be basically completed by the end of June; the Degong Cultural and Creative Park is in the final stage and is planned to be put into use by the end of June; the Heima Smart Cold Chain Logistics Project is accelerating construction, and its street-facing shops and trading hall are expected to be put into use by the end of June. In addition, projects such as the Debai Smart Commercial Incubation Base, the Decheng District Traditional Chinese Medicine Hospital branch, and the Dezhiyun Canal Museum Group are also under vigorous construction. To accelerate project construction, the Decheng District Key Project Service Task Force has gone deep into the sites, conducting on-site work on matters such as project advancement and factor guarantees, establishing a problem ledger for key projects, clarifying responsible leaders, responsible departments, and completion deadlines, and resolving issues one by one. Since the beginning of this year, the district has coordinated and resolved 32 issues, including procedure handling and land expropriation, for more than 10 key projects.
One livelihood project after another adds up to the steady happiness in people's hearts. Recently, at the construction site of the Luozhuang shantytown renovation project, tower cranes were swinging their huge arms back and forth, large machinery was running at full capacity, and various engineering vehicles were shuttling back and forth, presenting a bustling scene of intense activity. The rapid advancement of the project has benefited from the "nanny-style" service of the Decheng District Administrative Approval Service Bureau. The bureau dispatched chief service officers to provide "one-on-one" application guidance, conducted preliminary review of materials in advance, and achieved same-day issuance of both the construction planning permit and the construction permit. At the same time, it integrated water intake permits and soil and water conservation into the "one matter for water impact assessment," speeding up approval and winning valuable time for enterprises to start construction early.
To strongly promote the construction of key projects, Decheng District has implemented a responsibility contract system for key projects, with the "five guarantees" (guaranteeing land acquisition and commencement, guaranteeing coordination of resources, guaranteeing problem resolution, guaranteeing construction, and guaranteeing completion and production) as key tasks. Responsible leaders, responsible units, and responsible persons act as the "**promoters" of projects, commanding from the front, taking full responsibility, and following through to the end. It has explored and implemented the "1+N" model, coordinating service guarantee departments such as development and reform, administrative approval, natural resources, ecological environment, construction, and water resources to jointly determine timetables and roadmaps, accelerate the handling of preliminary procedures such as land, energy assessment, environmental impact assessment, construction permits, and water intake, and coordinate the resolution of various difficulties and problems existing in project commencement, factor guarantees, completion and commissioning, helping more than 70 provincial, municipal, and district key implementation projects advance on schedule.
