I. Project Overview

Construction location:Suzhou City, Anhui Province

Construction scale:This project is a parallel line of the Hengyi Lianyungang to Zhengzhou route planned in the "Anhui Province Expressway Network Planning Revision (2020-2035)". It is a newly added inter-provincial expressway corridor connecting Suzhou, Anhui with Jiangsu and Henan, and an important component of the "Five Vertical and Ten Horizontal" expressway network plan. It plays an important role in smoothing inter-provincial corridors and improving county-level connectivity channels in the Northern Anhui Plain. The project starts at Jiangzhuang Village, Shengquan Town, Xiao County, connecting to the Suzhou Section of the Xuzhou-Huaibei-Fuyang Expressway under construction, and ends at Jiangmiao Village, Caozhuang Town, Dangshan County, at the Henan-Anhui border, connecting to the planned Minquan-Dangshan Expressway in Henan Province. The route has a total length of 74.168 km, adopting the standard of a two-way four-lane expressway throughout, with a design speed of 120 km/h and a subgrade width of 27.0 meters. The total estimated investment of the project is 10,900.04 million yuan, with an average highway cost of 146.96 million yuan per kilometer. The specific construction investment scale shall be subject to the "Project Application Report" approved by the investment competent authority.

Scope of tender:Franchise operator tender for the S02 Xuzhou to Shangqiu Expressway Suzhou Section Project. The service content mainly includes investment, financing, construction, operation management, maintenance and repair, and handover of the project.

III. Submission of Bid Documents

This project adopts bid opening without in-person attendance, and the submission method is online submission. Bidders do not need to attend the on-site bid opening; they only need to participate in the remote online bid opening and decrypt their bid documents.
