Recently, the person in charge of Jilin City Fengman District Second Experimental Primary School obtained four certificates and licenses for the school's Xincheng campus at the same time: the "Project Allocation Decision", "Land Use Planning Permit", "Engineering Planning Permit", and "Real Estate Ownership Certificate". This marks that Jilin City has taken the lead in the province in realizing "four certificates issued jointly", turning "certificate issuance upon land supply" into reality.
　　The issuance of the above four certificates and licenses involves multiple functional departments under the Jilin City Planning and Natural Resources Bureau. According to the process, the issuance of each certificate requires the previous certificate as a prerequisite. Only after the previous certificate is completed can the land user apply for the next certificate.
　　Since the beginning of the year, on the basis of parallel approval of land supply procedures, land use planning permits, and engineering planning permits (i.e., "three-in-one" approval), Jilin City has further included the approval of real estate ownership certificates (land only), realizing parallel approval of four certificates and exploring a "certificate issuance upon land supply" service model with Jilin City characteristics.
　　On April 26, Jilin City issued relevant documents, stipulating the basic requirements and basic conditions for "four-in-one" approval, determining a new processing flowchart for five stages: the plot planning conditions stage and the preliminary preparation stage, application stage, review stage, and issuance stage of "four-in-one" matters, and providing business guidance to the city's planning and natural resources system to ensure the smooth implementation of "four-in-one" approval.
　　On May 13, the Xincheng campus project of Jilin City Fengman District Second Experimental Primary School met the basic conditions for "four-in-one" approval and complied with the approval requirements. The Jilin City Planning and Natural Resources Bureau completed the "four-in-one" approval in the shortest possible time and issued the certificates promptly.
　　The person in charge of the relevant department stated that the "four-in-one" approval service model has reduced the time limit for planning and land-related administrative approval of engineering construction projects by 75%, lowering project application costs and time costs.
　　Next, Jilin City will continue to follow the "one matter for land supply" service model, making "certificate issuance upon land supply" a new method of natural resource supply with Jilin City characteristics that is compatible with a provincial sub-central city.
