Recently, the State Council promulgated an important equipment renewal policy. This measure has not only injected new development momentum into various industries, but has particularly attracted great attention from the construction machinery industry.

It is understood that construction machinery products currently have a service life of about 10 years, but a large number of China II and below models still remain on the market. As of 2022, among the domestic construction machinery inventory, more than half were China III models, while China II and below models accounted for 21.6% (China I models accounted for 3.6%, and China II models accounted for 18%). At the same time, the inventory of China II and below standard equipment such as rotary drilling rigs, hydraulic grabs, continuous flight auger drilling rigs, piling frames, multi-axis drilling rigs, static pile drivers, electric vibratory hammers, hydraulic vibratory hammers, diesel hammers, hydraulic impact hammers, trench cutters, TRD methods, hydraulic top-drive engineering drilling rigs, full casing drilling rigs, down-the-hole hammer bits, dual-power-head drilling rigs, and anchor drilling rigs remains relatively high, demonstrating the renewal challenges faced by the foundation engineering industry.

Regarding the elimination and renewal of old construction machinery, industry experts have proposed three possible implementation paths:
First, for products with relatively low residual value under the national "China I" and below standards, the industry suggests that direct scrapping may be considered. Shandong Province and other places have already issued relevant regulatory policies in this regard.
Second, the state may consider expanding the areas where non-road mobile machinery emissions are prohibited and raising emission standards to promote the renewal of old machinery. Some cities have strengthened supervision of emission standards for non-road mobile machinery, prompting enterprises to accelerate renewal and upgrading.
Third, the state may promote the elimination and renewal of old construction machinery into new energy products by providing subsidies. For example, Hangzhou has already implemented relevant subsidy policies and is expected to become a model for other regions to follow in implementing this demonstration measure. This measure is expected to promote the renewal of pile-driving machinery and other equipment, injecting new momentum into the industry's development.

With the implementation of the new round of large-scale equipment renewal policy, it is expected that old "China I" and "China II" models will be gradually phased out, and the domestic foundation engineering and pile-driving machinery industry is expected to usher in new development opportunities.
