First, keep to the right direction and do a good job in the "planning" article. Seize policy opportunities, closely follow national, provincial, and municipal policy orientations and investment trends, and around key areas such as new ceramics, rehabilitation equipment, intensive processing of agricultural products, and agricultural machinery, scientifically plan long-term treasury bond projects, central budget investment projects, and local government special bond projects, strive to include as many projects as possible in higher-level funding plans, and build a batch of major projects that lay the foundation and benefit the long term. Since the beginning of this year, Neihuang County has planned 63 projects with funding support, with a total investment of 23.088 billion yuan, and plans to apply for various funding needs of 4.64 billion yuan. At present, 260 million yuan of local government special bonds has been issued, involving projects such as standardized factory buildings in the ceramics park, the county hospital's emergency and critical care medical and elderly care comprehensive ward building, and the urban drainage pipe network quality improvement project. Through the planning and implementation of these projects, the industrial foundation of Neihuang County has been further improved, public service capacity has been further enhanced, and new momentum has been added to high-quality economic and social development.

Since the beginning of this year, Neihuang County has fully implemented the requirements of the municipal party committee and municipal government to go all out to "boost the economy" and win the "ten major battles," firmly established the philosophy of "projects as the king," taken key project construction and the "three batches" activities as important measures and levers for expanding effective investment and maintaining a steady economic recovery, and solidly advanced the construction of major projects. In 2024, Neihuang County planned and implemented 70 provincial and municipal key projects, with a total investment of 45.3 billion yuan and an annual planned investment of 11.3 billion yuan. Adhere to full-life-cycle services for key projects, include provincial and municipal key projects and "three batches" projects in the scope of green channel services, and strive for efficiency in the joint review and joint approval procedures involved in project construction.

Implement a "weekly meeting" system for key project construction, strengthen project scheduling, and scientifically analyze and assess the difficult and blocking issues in the project construction process.
