On June 3, reporters learned at the signing ceremony of the "Framework Agreement on Cooperation in Environmental and Resource Protection" (hereinafter referred to as the "Agreement") between the Liaoning Provincial Higher People's Court and the Shenyang Institute of Applied Ecology of the Chinese Academy of Sciences that the Liaoning Higher People's Court has established an **Environmental and Resource Judicial Protection Base — the Black Soil Judicial Protection Base**, aiming to activate new momentum for environmental and resource judicial protection through new quality productive forces, continuously burnish the judicial brand of environmental and resource adjudication, and promote the formation of a practical model of ecological and environmental judicial protection with Liaoning characteristics.

　　Black soil is the "giant panda among cultivated land." Protecting black soil well concerns people's livelihood and well-being, and is inseparable from the guarantee of the rule of law. According to reports, the Liaoning Higher People's Court selected the "National Field Scientific Observation and Research Station for Farmland Ecosystems" of the Shenyang Institute of Applied Ecology of the Chinese Academy of Sciences as the black soil judicial protection base, giving full play to multiple functions such as black soil protection and restoration, science popularization and publicity education, case promotion, professional training, and industrial revitalization, strengthening the empowerment of science and technology, digital technology, and biotechnology. This is a beneficial attempt to explore "restorative judicial practice + scientific and technological innovation" in environmental and resource protection.

　　The establishment of the black soil judicial protection base is an important part of the Agreement. Based on the major strategic requirements of national ecological civilization construction, the Agreement clarifies four cooperation mechanisms, including the construction of specialized training bases, think tank sharing, use of funds, and joint platform building, and carries out in-depth collaboration in fields such as ecosystem restoration and reconstruction, black soil protection and utilization, environmental pollution control and remediation, biodiversity conservation, serving green and low-carbon development, and helping achieve the dual carbon goals. It aims to solve problems existing at the front end and back end of environmental and resource adjudication, further promote the integrated development of scientific and technological innovation and judicial protection, enhance the ecological environment governance system and governance capacity, and establish and improve a new model of environmental and resource protection cooperation featuring resource sharing, complementary advantages, and collaborative innovation.

　　It is reported that the Shenyang Institute of Applied Ecology of the Chinese Academy of Sciences is a pilot unit of the National Knowledge Innovation Program and one of the first batch of characteristic research institute pilot units in the field of ecological civilization construction of the Chinese Academy of Sciences. It undertakes the National Key R&D Program's key special project on scientific and technological innovation for black soil protection and utilization, has solved major scientific and technological problems in black soil protection and utilization, and drives the sustainable utilization of black soil resources and safeguards national food security through scientific and technological innovation.
