Chengdu, June 3 (Xinhua) — "In the vast world of rural areas, social capital is not an 'outsider' but a deep participant." At the press conference on the 《Sichuan Province Anning River Basin Comprehensive Land Consolidation Plan (2022–2035)》 held by the Information Office of the Sichuan Provincial People's Government on the 3rd, He Sibin, deputy general manager of Sichuan Provincial Natural Resources Investment Group Co., Ltd., recalled with fresh memory his experience of researching the planning and creation of comprehensive land consolidation demonstration projects in some counties and districts of the Anning River Basin: a villager from Mianning County, Liangshan Yi Autonomous Prefecture (hereinafter referred to as Liangshan Prefecture), took his hand and said, "The implementation of the project has made the roads smooth and the fields level, and our wallets have also become fuller."

The Anning River Basin, as a second-level tributary of the Jinsha River and a first-level tributary of the Yalong River, contains the Anning River Valley Plain, the second-largest plain in Sichuan Province. A clear stream flows through 11 counties (cities and districts) in Liangshan Prefecture and Panzhihua City, and the conditions for development and construction are superior. The Sichuan Provincial Department of Natural Resources, together with the Panzhihua Municipal Government and the Liangshan Prefecture Government, jointly compiled the 《Sichuan Province Anning River Basin Comprehensive Land Consolidation Plan (2022–2035)》 (hereinafter referred to as the 《Plan》) to advance comprehensive land consolidation in the Anning River Basin, accelerate the building of the "Second Granary of Tianfu," promote coordinated and high-quality development of the Anning River Basin, and create a Panxi version of the "Dwelling in the Fuchun Mountains."

"For the Anning River Basin to become the 'Second Granary of Tianfu,' there are still many hard bones to gnaw." Deng Bin, member of the Party Leadership Group and deputy director of the Sichuan Provincial Department of Natural Resources, introduced that the 《Plan》 is Sichuan Province's **special plan for river basin-type comprehensive land consolidation across cities (prefectures), with emphasis on solving problems such as low cultivated land quality, scattered and disorderly land use layout, uneven distribution of water resources, and fragile ecosystems. The 《Plan》 mainly proposes safeguard measures in six aspects: strengthening overall coordination, increasing policy supply, broadening financing channels, strengthening plan transmission, enhancing technical support, and encouraging public participation, helping to transform "separate governance of one river" into "joint governance of one river." This year, it is expected to complete more than 7,000 mu of land consolidation.

Peng Tao, deputy governor of the Liangshan Prefecture People's Government, stated that Liangshan Prefecture will actively seek deep cooperation with Panzhihua City, further explore the establishment of a dedicated group coordination and promotion mechanism, jointly study and formulate improved working mechanisms and policy measures, explore joint application and implementation of cross-city (prefecture) comprehensive land consolidation projects, and collaboratively create comprehensive consolidation models. In addition, Liangshan Prefecture will strengthen coordinated development with Panzhihua City in industrial development, ecological protection, cultural tourism, and other areas, explore cross-regional industrial cooperation and joint project construction, fully leverage Panzhihua's advantages in sunshine-based health and wellness and Liangshan Prefecture's distinctive high-quality agricultural products, promote the formation of a good situation of complementary advantages and coordinated development, make good and flexible use of the "land consolidation+" model, and jointly build distinctive industrial chains and extend the value chain.

Xu Junfeng, deputy mayor of the Panzhihua Municipal People's Government, who "drinks from the same river," introduced that in the agricultural field, the two places are working together to promote modern, high-quality, and efficient agricultural development, strengthen and expand advantageous and distinctive industrial clusters and distinctive agricultural product brands, and build a higher-level "Second Granary of Tianfu." In the ecological field, they are working together to build a strong important ecological barrier in the upper reaches of the Yangtze River, jointly carry out water resource protection, and jointly investigate and deal with illegal acts such as damaging river channels and water conservancy facilities; jointly conduct river patrols across the entire basin, promote pollution prevention and control of livestock and poultry, aquaculture, and other sources in the basin, and make green a beautiful backdrop for the development of both places. In the urban field, they are working together to promote high-quality economic and social development, strengthen dialogue and exchanges on urban construction, and jointly promote high-quality development of the Panxi Economic Zone.

Regarding the participation of social forces in comprehensive land consolidation in the Anning River Basin, He Sibin introduced that the group has first planned and created comprehensive land consolidation demonstration projects in the Anning River Basin with a scale of more than 15,000 mu, increasing grain production capacity by 120,000 kilograms. Farmers who transfer land can obtain a fixed rent of 3,600 yuan/mu, which can drive 700 local households to participate in nearby agricultural modernization and achieve an income increase of about 1 million yuan. Next, the group will continuously increase research and development efforts in innovative cultivated land protection technologies such as soil improvement and non-point source pollution control, promote the research, development, and application of technologies such as smart farmland monitoring and ecological restoration, achieve long-term and effective treatment of problems such as cultivated land acidification and pollution, and serve the high-quality development of the Anning River Basin.
