Recently, the Li Cang Jingkou Road affordable housing project received a loan disbursement of 808 million yuan from the Qingdao Branch of China Development Bank, earmarked specifically for the construction of Qingdao's first batch of 2,000 units of sale-type affordable housing. Shandong Province's first affordable housing project loan has landed in Qingdao. Once completed, the project will be sold according to the principle of breaking even with modest profit, which can better meet the rigid housing needs of wage-earning families with housing difficulties as well as introduced talent and other groups.

　　This is a microcosm of financial support for the construction of Qingdao's "Three Major Projects." Since the beginning of this year, the People's Bank of China Qingdao Branch has earnestly implemented the decisions and arrangements of the Party Central Committee and the State Council on accelerating the construction of the "Three Major Projects," fully implemented the head office's work requirements on strengthening financial services for the "Three Major Projects," strengthened inter-departmental policy coordination, promoted banking institutions to optimize resource allocation, and accelerated credit extension. It is reported that as of the end of April, banking institutions across the city had cumulatively disbursed a total of 13.1 billion yuan in special loans for urban village renovation, affordable housing, and "dual-use for peace and emergency" public infrastructure projects for 47 "Three Major Projects."

　　To give full play to the role of finance in supporting the construction of the "Three Major Projects," the People's Bank of China Qingdao Branch, together with the development and reform and housing and construction departments, issued the "Notice on Doing a Good Job in Financial Support for the Construction of the 'Three Major Projects,'" coordinated the establishment of a work advancement mechanism, introduced supporting policies, strengthened the sharing of project lists, and guided banking institutions to increase credit supply. By convening special advancement meetings, promptly pushing project information, guiding policy and development banks to make good use of the new PSL quota from the People's Bank of China, and promoting commercial banks to actively provide supporting funds, it has effectively supported the construction of the "Three Major Projects."

　　With the inflow of funds, the implementation of Qingdao's "Three Major Projects" has noticeably accelerated. The Dajian urban village renovation project is one of Qingdao's urban village renovation projects, mainly undertaking the demolition, resettlement, and renovation work for 1,495 households in Dajian Community. Since being included in the first batch of the "Three Major Projects" list, the project has received 561 million yuan in medium- and long-term loan support from banks. A relevant person in charge of the project company introduced that the Agricultural Development Bank of China Qingdao Branch, using the preferential policies of the People's Bank of China's PSL funds, tailored a loan credit plan for it, effectively reducing the company's financing costs. At the same time, the bank opened a "green channel" for the project's credit approval, providing strong guarantees for the construction of the "Three Major Projects" with high-quality financial services.
