Recently, construction of the Changtang Reservoir Project in Guilin City, Guangxi Zhuang Autonomous Region, has begun. The project has been included in the National 14th Five-Year Plan and the 2035 Long-Range Objectives Outline, as well as the National 14th Five-Year Plan for Water Security, and is one of the 150 major water conservancy projects deployed and implemented by the State Council. It is a large (Type 2) reservoir project that primarily serves urban and rural water supply and irrigation, while also incorporating county-town flood control and ecological water replenishment, with additional functions such as power generation.

The Changtang Reservoir Project consists of a source reservoir and water conveyance works. The reservoir works feature a roller-compacted concrete gravity dam arranged on the main riverbed, with a total storage capacity of 235 million cubic meters. The water conveyance works comprise the Lingui main line, the Yongfu main line, and their branch lines and sub-branches. The project has a total investment of 7.98 billion yuan and a total construction period of 52 months. Once completed, it will provide domestic and industrial water for Guilin's new urban district, Yongfu County, and the Guilin Economic and Technological Development Zone, and will expand irrigation areas for cash crops and other crops.

The Changtang Reservoir Project is located on the main stream of the Xihe River, a first-order tributary of the Luoqing River in the upper reaches of the Liujiang River. The area enjoys excellent light and heat conditions and beautiful natural scenery, and is rich in water resources, arable land resources, and tourism resources. It is an important grain production base in the Guangxi Zhuang Autonomous Region and also a key tourism area.
