Using information networks to infringe on others' property has become a new "growth point" in criminal cases where criminals exploit minors to commit crimes. Recently, the Tianjin No. 1 Intermediate People's Court (hereinafter referred to as "Tianjin No. 1 Intermediate Court") analyzed new trends in cases involving minors when reporting on the trial of such cases. Notably, in recent years, cases of telecom and online fraud and related crimes have increased; the age of minor defendants is trending younger, mainly concentrated among those aged 15 to 17.

Since 2021, the court has tried a total of 396 civil cases involving minors, with marital and family cases accounting for a large proportion. The mental health problems of minors reflected in these cases cannot be ignored. "During case trials, it was found that events such as unstable family environments, lack of intimate family relationships, conflicts between parents, and being subjected to bullying all have a negative impact on the mental health of minors," said Liu Li, deputy president of the Tianjin No. 1 Intermediate Court.

In one case involving a minor and telecom and online fraud, the parents of 16-year-old Xiao Tian had long worked away from home and neglected discipline of their child. Due to the lack of family warmth and family guardianship, and tempted by profit, Xiao Tian began providing bank cards for others to engage in illegal and criminal activities and helping to transfer illicit funds, ultimately embarking on the path of crime.

Regarding the issue of lacking family guardianship in the case, the Tianjin No. 1 Intermediate Court issued its first "Family Education Order" to Xiao Tian's parents, making clear that guardians should earnestly perform their guardianship duties. In addition to providing the child with guarantees in aspects such as life, health, and safety, they should also pay attention to the child's psychological condition and emotional needs, and assume the primary responsibility for family education during the child's growth.

Cases in which minors commit telecom and online fraud and related crimes like this have increased in recent years. Liu Li said that infringing on others' property through information networks is a new "growth point" in criminal cases where criminals exploit minors to commit crimes.

Liu Li stated that it is necessary to adhere to judicial protection to promote coordinated efforts in family protection, school protection, social protection, online protection, and government protection, jointly safeguarding the healthy growth of minors.
