At the series-themed press conference on "Promoting High-Quality Development" held by the State Council Information Office on May 31, Wang Yubo, Deputy Secretary of the Yunnan Provincial Party Committee and Governor, pointed out that ecological priority and green development are Yunnan's most important duties and missions. "We do not earn money tainted by pollution, we do not take on polluting projects, and we promote a comprehensive green transformation of economic and social development."
Wang Yubo mentioned that when people talk about Yunnan, everyone thinks of "spring all year round, singing and dancing," going to "the place where the wind blows," and living "a Yunnan kind of life." Wang Yubo spoke of three keywords: First, Beautiful Yunnan. Since ancient times, Yunnan has had poetic names such as "Colorful Yunnan" and "South of the Colorful Clouds." It is a silhouette of Beautiful China and a microcosm of the Chinese nation as one family. Second, Striving Yunnan. Since the 18th National Congress of the Communist Party of China, Yunnan's total economic output has increased from 1.1 trillion yuan in 2012 to 3 trillion yuan in 2023, with development quality continuing to improve. Third, Open Yunnan. As a major corridor connecting China with South Asia, Southeast Asia, and the Indian Ocean Rim region, Yunnan has always taken an open stance and served as a bridge linking China and the world.
Wang Yubo pointed out that Yunnan has formulated and implemented the "3815" strategic development goals—reaching a new level in three years, achieving major development in eight years, and making a great leap in fifteen years—continuously strengthening the resource economy, park economy, and port economy, and advancing Yunnan's practice of Chinese-style modernization through high-quality leapfrog development.
First, we should firmly shoulder the responsibility of ecological protection, and the foundation of green development is becoming increasingly distinct. Blue skies, white clouds, fresh air, and green mountains and clear waters are Yunnan's most distinctive labels. In ecological protection, we are willing to sacrifice immediate interests, sacrifice growth speed, and sacrifice GDP. Forest area ranks second in the country, and urban air quality has ranked among the top in the country for seven consecutive years. In 2023, the average PM2.5 concentration was 21.8 micrograms per cubic meter, nearly 30% lower than the national average. The water quality indicator flower, the Ottelia acuminata, blooms in Dianchi Lake and Erhai Lake, and the water quality of Fuxian Lake and Lugu Lake remains at Class I. "Animal Kingdom," "Plant Kingdom," "World Garden," and "Species Gene Pool" are the truest portrayal of Yunnan. We have comprehensively strengthened biodiversity protection; the numbers of higher plants, vertebrates, and macrofungi each account for more than 50% of the country's total, making Yunnan one of the world's 36 biodiversity hotspots. Ecological priority and green development are Yunnan's most important duties and missions. We do not earn money tainted by pollution, we do not take on polluting projects, and we promote a comprehensive green transformation of economic and social development.
Second, we should vigorously develop characteristic and advantageous industries, and the pace of transformation and upgrading is becoming increasingly steady. We should firmly grasp the primary task of high-quality development, boldly pursue everything that conforms to the new development philosophy, and resolutely refrain from doing anything that does not conform to it, accelerating the building of a modern industrial system suited to provincial conditions. We are committed to building a nationally important clean energy base. In 2023, the province's installed power capacity exceeded 130 million kilowatts, with green energy accounting for nearly 90% of installed capacity, ranking among the top in the country. For more than 30 years, the west-to-east power transmission has sent more than 1.5 trillion kilowatt-hours of electricity to eastern regions such as Guangdong, Shanghai, Guangxi, and Zhejiang, ranking first in the country and reducing carbon dioxide emissions in the eastern region by more than 1.2 billion tons. We are committed to building a national strategic nonferrous metals industrial base; the output value of precious metal new materials, the production capacity of green aluminum and photovoltaic monocrystalline silicon, and the shipment volume of new energy battery cathode materials all account for relatively high shares of the country's total. We are committed to building a plateau-characteristic modern ecological agriculture base; the planting scale of tea, flowers, nuts, coffee, and Chinese medicinal materials is the largest in the country, and their output is also the highest in the country. We are committed to building a world-class tourism destination with a golden brand; in 2023, the province's tourist arrivals and total tourism revenue both ranked among the top in the country.
Third, we should expand opening up both domestically and externally, and the capacity for radiating and driving development is becoming increasingly strong. With the construction of a radiation center as the overarching goal, the "golden corridor" effect of the China-Laos Railway continues to be unleashed. We have innovatively launched a series of international freight trains connecting east to the Yangtze River Delta, north to Europe, and south to ASEAN, with transport coverage extending to 31 provinces (autonomous regions and municipalities) across the country and 12 Belt and Road partner countries. We have innovatively promoted Kunming's trusteeship over Mohan Town in Xishuangbanna Prefecture to jointly build an international port city. We have coordinated the construction and development of 28 ports, the Pilot Free Trade Zone, and border industrial parks, effectively undertaking industrial transfers from home and abroad.
Fourth, we should make every effort to safeguard and improve people's livelihoods, and the lives of people of all ethnic groups are becoming increasingly prosperous. After poverty alleviation, we have made increasing people's incomes the central task. This year, we aim to achieve dynamic zeroing of impoverished households and monitoring households with per capita net income below 10,000 yuan and with labor capacity. About 74% of fiscal funds are allocated to people's livelihoods each year, focusing on solving urgent difficulties and anxieties of the people and better meeting their needs for good jobs, good education, good medical care, and good elderly care. Border villages have all been built into modernized border happiness villages.
