At the series-themed press conference on "Promoting High-Quality Development" held by the State Council Information Office on May 31, Wang Xiangang, Deputy Secretary of the Party Leadership Group of the Yunnan Provincial People's Government, introduced that as of the end of April this year, Yunnan had more than 6.57 million registered market entities, with an average annual growth of over 20% in the past three years.

Wang Xiangang mentioned that in recent years, Yunnan Province has consistently advocated three sayings: the first is that the best time for development is now, the second is that the best place for development is right beneath your feet, and the third is that the best environment for development is yourself. Following the thinking behind these three sayings, we have unswervingly advanced the processes of marketization, industrialization, rule of law, ecologicalization, digitalization and internationalization, and formulated and implemented a three-year action plan to build a first-class business environment and a plan to multiply market entities. The results have been very obvious, polishing the brand of "efficiency, service and integrity," and the satisfaction of market entities has continued to improve. In specific work, we have mainly done the following:

First, we have made every effort to create Yunnan efficiency featuring fast handling of affairs. By streamlining materials, simplifying procedures and optimizing services, most enterprise registration can be completed within one hour and at most no more than half a day, and the approval time for the entire project process has been greatly compressed. Of these matters, 98% can be handled directly online.

Second, we have made every effort to create warm and thoughtful Yunnan services. A key point here is that we have established a regular government-enterprise communication mechanism and assigned "enterprise service commissioners" to precisely meet enterprise service needs. For example, in response to the difficulty enterprises face in financing, we developed and built the Yunnan Financing Credit Service Platform, introducing more than 200 financial institutions to "open shops" on the platform. It has already provided "one-stop" financing services for more than 560,000 enterprises, and over the past year or more, cumulative credit grants have exceeded 130 billion yuan. This work has been affirmed by the State Council and has been promoted nationwide.

Third, we have made every effort to create Yunnan integrity that means what it says. We have established a public credit information sharing platform, improved mechanisms for rewarding trustworthiness and punishing dishonesty, and continued to expand credit application scenarios. What is promised to enterprises must be delivered. In 2023, Yunnan's credit construction won the title of a nationally advanced unit.

Wang Xiangang pointed out that market entities are the subjects of development, investment and innovation, and also the subjects of employment, entrepreneurship and people's livelihood. In recent years, thanks to the improvement of the business environment, Yunnan's market entities have continued to increase in number, become more dynamic, grow larger and become stronger. As of the end of April this year, the number of registered market entities had exceeded 6.57 million, with an average annual growth of over 20% in the past three years. Among them, the "four above" enterprises—industrial enterprises above designated size, qualified construction enterprises, wholesale, retail, accommodation and catering enterprises above designated size, and service enterprises above designated size—exceeded 23,000, with an average annual growth of 12.3% in the past three years.

Wang Xiangang said that investing and starting businesses in Yunnan not only allows one to enjoy "a lifestyle called Yunnan," but also to share in "an opportunity called Yunnan." We will continue to carry out in depth the action of striving to create a first-class business environment, so that enterprises can handle affairs more conveniently, operate with greater peace of mind and have their rights and interests better protected.
