June is approaching, and a batch of new regulations will affect your and my life.

The Food Security Law of the People's Republic of China takes effect on June 1, ensuring an effective supply of grain and safeguarding national food security. In its provisions on building a grain supply guarantee system, the law explicitly sets requirements for improving grain quality and safety; grain processing operators shall implement relevant national standards, shall not adulterate or pass off inferior goods as superior, shall be responsible for the quality and safety of the grain they process, and shall accept supervision; and the supply of high-quality, nutritious processed grain products shall be increased.

The Regulations on Ecological Protection Compensation take effect on June 1. This is China's first law specifically targeting ecological protection compensation. It standardizes vertical fiscal compensation, specifying that the state, through means such as fiscal transfer payments, shall compensate units and individuals that carry out protection of important ecological and environmental elements, as well as units and individuals that carry out ecological protection in important ecological function areas such as key ecological function zones, ecological protection red lines, and nature reserves delineated in accordance with the law. Ecological protection compensation funds coordinated for use by local people's governments shall be prioritized for natural resource protection, ecological and environmental governance and restoration, and the like.

Currently, the cruise tourism market is continuing to recover steadily. Starting June 1, the Provisions on the Supply of Goods to International Cruise Ships Calling at Ports of the People's Republic of China (hereinafter referred to as the Provisions) will officially take effect. The Provisions encourage international cruise ships to take on supplies at Chinese ports, protect the lawful rights and interests of international cruise operators, suppliers of port-call supplies, and relevant service providers, and create a stable, fair, transparent, and predictable business environment.

The Notice on Optimizing Relevant Requirements for the Withdrawal of Small Deposits of Deceased Depositors, jointly issued by the National Financial Regulatory Administration and the People's Bank of China, takes effect on June 1. The notice uniformly raises the account limit for simplified withdrawal of small deposits of deceased depositors to 50,000 yuan; taking into account regional and institutional differences, rural small and medium-sized banks may gradually raise the limit to 50,000 yuan before the end of 2025. At the same time, gold accumulation products of banking financial institutions and government bonds and wealth management products sold on an agency basis are included in the scope of simplified withdrawal.

Starting June 1, the mandatory national standard Limits of Heavy Metals and Specific Substances in Express Packaging will be implemented. This is the first mandatory national standard on express packaging, explicitly prohibiting the use of toxic and harmful express packaging and setting the safety baseline and red-line requirements for express packaging.
