On May 29, the pre-qualification announcement was released for unit-price contract bidding on the construction of the Changshui Airport Station building, Songming Station and related works on the Yunnan-Guizhou section of the new Chongqing-Kunming High-Speed Railway. Construction of the Changshui Airport Station building is set to officially begin in August and is scheduled for completion by the end of December 2026.

The Chongqing-Kunming High-Speed Railway is an important part of the Beijing-Kunming corridor of the national "Eight Vertical and Eight Horizontal" railway network, with a total length of 699 kilometers, of which the Yunnan section is 388.6 kilometers. The main line of the Chongqing-Kunming High-Speed Railway passes beneath Changshui Airport, with Changshui Airport Station located below Terminal 2, covering an area of about 24,000 square meters, with a station scale of 2 platforms and 6 tracks.

The Changshui Airport expansion and renovation project broke ground at the end of 2022 and is expected to be officially put into use in December 2028. In the future, Changshui Airport will become an integrated air-rail comprehensive transportation hub in Yunnan Province with the largest scale, the most complete modes of transport and the widest radiation range.

1. Bidding Conditions

This construction project, the new Chongqing-Kunming High-Speed Railway, has been approved for construction by the National Development and Reform Commission with the "Reply on the Feasibility Study Report of the New Chongqing-Kunming High-Speed Railway" (Fagai Jichu [2019] No. 1463). The construction unit (project owner) is Jingkun High-Speed Railway Xikun Co., Ltd., and the bidder is the Dianzhong Railway Construction Command of China Railway Kunming Group Co., Ltd.

2. Project Overview

The related works of the Yunnan-Guizhou section of the new Chongqing-Kunming High-Speed Railway introducing into the Kunming hub include the Changshui Airport Station building and related supporting works and the related works of Songming Station. 

Changshui Airport Station: The station building and related works of Changshui Airport Station on the Yunnan-Guizhou section of the new Chongqing-Kunming High-Speed Railway. This includes the Changshui Airport Station building, canopies, platforms and paving, track-bearing layer and other works. The station building has a construction area of about 23,980 square meters.

Songming Station: The platform surface paving (450m×8m×1.25m) and platform canopies of the newly built Platforms 3 and 4 of the Chongqing-Kunming yard, and the connection of the new overpass of the Chongqing-Kunming yard with the existing overpass of Platform 2 of the Shanghai-Kunming yard.

3. Scope of Bidding

The Changshui Airport Station building, Songming Station and related works on the Yunnan-Guizhou section of the new Chongqing-Kunming High-Speed Railway. This includes Chapter 6 Information, Chapter 7 Electric Power, Chapter 8 Buildings, Chapter 9 Other Operational Production Equipment and Buildings, and Chapter 11 Other Costs.

Bid section division: This bidding is divided into two bid sections, as follows:

(1) Station Building Bid Section (YKYGZF(DJ)-1)

Scope of the bid section: The Changshui Airport Station building, Songming Station and related works on the Yunnan-Guizhou section of the new Chongqing-Kunming High-Speed Railway. The estimated contract value of the bid section is 760 million yuan.

(2) Passenger Service Bid Section (YKYGKF(DJ)-1)

Scope of the bid section: Integration of the passenger service information systems for the station buildings of Changshui Airport Station and Songming Station. The estimated contract value of the bid section is 31 million yuan.

Planned construction period: 883 calendar days; planned start date: August 1, 2024; planned completion date: December 31, 2026.
