Strengthen safety precautions at key locations and increase deployment of emergency rescue forces

11 subway lines under construction enter flood-control combat readiness ahead of schedule

At 8:00 on June 1, Beijing entered its flood season. The reporter learned yesterday from the Municipal Major Project Office that at present, there are 11 lines (sections) of Beijing subway projects under construction, with 222.7 kilometers under construction, and the entire network's projects have entered flood-control combat readiness ahead of schedule. The city will strengthen safety precautions at 102 flood-control key locations, including open-cut foundation pits and 15 construction sites involving rivers (lakes).

The Line 13 capacity expansion and upgrading project is currently the largest existing-line renovation project in China. Yesterday, at the Xiaoxinzhuang construction site of Section 09 of the project, the reporter saw an orange gantry crane standing in the center of the site. In the simple building nearby, rows of flood-control sandbags and other flood-control equipment were neatly stacked on shelves.

Zhao Hui, project manager of the civil engineering Section 09 of the Line 13 capacity expansion and upgrading project of China Railway 19th Bureau Group, introduced that the running line section of the Xiaoxinzhuang parking lot, as the intermediate link connecting the Xiaoxinzhuang parking lot, Huilongguan East Station, and the section from Huilongguan East Station to Tiantongyuan Station, is the connecting line between the parking lot and the main line. "The project adopts the open-cut method and shield tunneling method for construction. The surrounding geology and environment are complex, and construction is difficult. During flood-season construction, it also needs to pass beneath the lake in Huoying Park," Zhao Hui said. In response to flood-control risks, while taking anti-seepage measures, the project has also formulated targeted flood-control strengthening measures, conducted emergency plan drills, and enriched emergency materials and technical reserves.

Wang Lianyou, senior project manager of the Safety and Quality Supervision Department of Beijing Infrastructure Investment Rail Transit Company, told the reporter that at present there are 11 lines (sections) of subway lines under construction in the city, including 102 civil engineering sections and 41 electromechanical equipment sections under construction during the flood season. All sections have completed various preparations for flood-season response.

To prevent and resolve flood-control risks and hidden dangers in the city's subway projects under construction, the Municipal Major Project Office, together with the Municipal Housing and Urban-Rural Development Commission, organized Beijing Infrastructure Investment Company and all project participating units across the network to hold a flood-control work preparatory meeting in advance, deploying key tasks and measure requirements for subway project flood-control work.

"We will focus on strengthening safety precautions at flood-control key locations across the network, including 102 open-cut foundation pits, 97 construction shafts, 15 construction sites involving rivers (lakes), 28 locations connected to existing lines, 7 locations passing beneath or alongside existing lines, and 45 important pipelines near or crossed by construction, increase the deployment of emergency rescue forces, and be ready for response at all times to ensure preparedness," said Song Bo, a fourth-level researcher of the Safety and Quality Division of the Municipal Major Project Office.

The Municipal Major Project Office also joined forces with multiple administrative departments, including the Municipal Work Safety Committee Office and the Municipal Flood Control Office, to carry out special inspections of flood-control work for subway projects under construction, jointly ensuring the safety and security of project construction.

While doing a good job in flood-control work for Beijing subway lines under construction, flood-control work for completed subway lines has also started early, relying on technological means, strengthening inspections, and reserving flood-control materials to meet the arrival of the flood season.

At present, Beijing Subway Company operates a total of 17 lines, 335 stations, and 1,092 entrances and exits. To strengthen early warning and rainfall monitoring, the subway company is promoting the deep integration of information technology and emergency management, and has jointly developed the "Subway Meteorological Digital Intelligent Platform" with the Municipal Meteorological Service Center, achieving real-time regional warnings for rainfall and strong winds and enabling precise monitoring of rainfall areas, hourly rainfall, and wind strength and direction.

Beijing Subway Company has completed flood-control inspections of the lines under the network it operates. It has organized operating units to inspect and trial-install the sealing performance of 11,000 water-retaining boards to ensure good water-blocking effects. It has completed the overhaul, maintenance, and debugging of more than 4,000 fixed pumps and more than 800 mobile drainage pumps and other equipment. It has completed the cleaning and clearing of more than 130,000 meters of drainage ditches and more than 50,000 meters of rainwater downpipes to ensure smooth drainage routes.

At the same time, flood-control material cabinets have been set up at 335 stations. Each entrance and exit of ordinary stations is equipped with 100 flood-control sandbags and 500 raincoats; key stations are provided with 200 flood-control sandbags; and entrances and exits with large passenger flows are equipped with 1,000 raincoats, so that during sudden rainfall, raincoats can be provided to passengers who did not bring rain gear. The entire network also has 22 flood-control material warehouses evenly distributed, enabling timely and rapid deployment of materials to sites.

For train operations in rainy weather, Beijing Subway Company has formulated rainy-day train operation organization measures, controlling train speed and headways to ensure safe operation in rainy weather.

Gaokao students to receive priority security screening and station entry when taking the subway

During this year's Gaokao period, Beijing Subway Company has sorted out in advance information on stations near examination sites. Based on actual station conditions, it has formulated targeted support plans and emergency plans. By posting exit guidance signs or distributing examination site maps and adding passenger flow guidance personnel, it provides candidates with clearer travel guidance.

At the same time, "three-priority" channels have been set up at stations near examination sites to provide "priority ticket purchase, priority security screening, and priority station entry" services for candidates holding admission tickets and their parents. Staff have also been arranged at station automatic ticket machines, security checkpoints, and ticket gates to strengthen patrols, give priority to handling various special situations encountered by candidates during travel, and assist candidates in traveling quickly.

In response to weather characteristics such as high temperatures and frequent rain, Beijing Subway has prepared sufficient disposable raincoats. In particular, at stations near examination venues, "support service desks" have been set up, fully equipped with examination supplies such as 2B pencils, erasers, and rulers, as well as emergency supplies such as disinfectant wipes, bandages, and essential balm, to help candidates travel without worry.
