Recently, in order to further advance the high-quality development of the construction industry and comprehensively enhance the overall strength and comprehensive competitiveness of construction enterprises, Huai'an City in Jiangsu Province issued a three-year action plan for the high-quality development of the construction industry. Eleven measures were formulated around four aspects—goal orientation, innovation and exploration, industry supervision, and factor guarantees—which are of great significance for promoting the industrialization, digitalization, and green transformation of the city's construction industry and for continuously building the "Huai'an Construction" brand.

The plan proposes strengthening goal orientation and focusing on three types of enterprises. First, support and strengthen large-scale leading enterprises by establishing a sound linked responsibility mechanism, assisting enterprises planning to upgrade in resolving practical difficulties under a "one enterprise, one policy" approach, implementing tiered and categorized cultivation, and setting development goals in batches and by category to promote enterprise scale upgrading and form echelon-based development. Second, cultivate and support specialized, refined, distinctive, and innovative (SRDI) enterprises by establishing an SRDI enterprise incubation pool, supporting enterprises in pursuing a path of differentiated development and healthy competition as SRDI enterprises, cultivating more new quality productive forces enterprises, increasing publicity and promotion of SRDI enterprises, and regularly holding multi-level "face-to-face" project matchmaking meetings. Third, encourage and guide enterprises to expand outward by encouraging leading enterprises to take the lead, group together to go beyond the city, and drive development through individual cases, providing "door-to-door training" services to solve the difficulty of skills training for personnel working on external construction projects, and strengthening policy support so that engineering achievements obtained by construction enterprises overseas can be entered into the performance indicator database for use in qualification upgrading, awards and evaluations, and so on.

Strengthen innovation and exploration and promote enterprise transformation and upgrading. Focus on supporting one to two leading enterprises in participating in the cultivation of provincial-level intelligent construction backbone enterprises, establish a sound working mechanism for the adoption and application of green building materials, and advance the construction of high-quality projects such as high-star green buildings, ultra-low energy buildings, and near-zero energy buildings. Promote construction enterprises in broadening their business scope, guide them in strengthening connotative development, and enhance their comprehensive strength to extend into the fields of large-scale infrastructure and new infrastructure.

Strengthen factor guarantees and optimize the environment for enterprise development. Establish cultivation mechanisms for improving entrepreneur quality, enhancing the capabilities of professional and technical personnel, and upgrading the vocational skills of construction industry workers; establish a local financial support coordination mechanism, implement an enterprise "whitelist" system, innovate pledge guarantee methods, optimize loan approval processes and post-loan management, explore the formulation of special financial support policies for out-of-town expansion, and encourage the issuance of unsecured and uncollateralized credit loans for market expansion projects. In addition, it is also required that award and subsidy policies for enterprise qualification upgrading, scientific and technological innovation, market expansion, and striving for excellence and awards be fully implemented, and incentive policies for construction enterprises "upgrading from small-scale to above-designated-size" be introduced, granting certain rewards to newly upgraded above-designated-size construction enterprises.

In recent years, Huai'an City has achieved certain results in the high-quality development of its construction industry. The introduction of this plan can consolidate advantages, make up for weaknesses, provide specific policy paths for the development of the construction industry, further stabilize its position as a pillar industry, and provide strong support for promoting high-quality economic and social development.
