He said that the Ministry of Public Security, together with the National Development and Reform Commission and other departments, has pushed all localities to adapt to local conditions and implement city-specific policies, continuously lowering the threshold for household registration. At present, except for a few mega-cities and super-large cities in the eastern region and a few provincial capital (capital) cities in the central and western regions, restrictions on household registration have been fully relaxed and lifted. Since 2019, 50 million agricultural transfer population have settled in cities, and by the end of 2023 the urbanization rate of the registered population nationwide reached 48.3%.
Li Guozhong said that at present, the nationwide "cross-provincial handling" of household registration migration, first-time application for resident identity cards and issuance of household registration certificates has been realized, and the scope of implementation of "cross-provincial handling" for newborn household registration is steadily expanding. As of the end of April 2024, public security organs nationwide had handled more than 3.55 million household registration migration cases under "cross-provincial handling" and more than 1.86 million household registration certificate cases under "cross-provincial handling"; they have thoroughly implemented the three systems of out-of-town acceptance, loss reporting and lost-and-found of resident identity cards, and have cumulatively replaced and reissued 106 million resident identity cards out of town, saving the public a great deal of time and economic cost in traveling to handle certificates.
