Interpretation of the "Ministry of Transport 2024 Legislative Work Plan"

Recently, the "Ministry of Transport 2024 Legislative Work Plan" (hereinafter referred to as the "Legislative Plan") was issued and implemented. To facilitate better understanding and implementation, the relevant situation is interpreted as follows:

The "Legislative Plan" makes annual work arrangements for key legislative projects. It is a concrete measure to implement the legislative plan of the Standing Committee of the National People's Congress, the annual legislative work plan, and the annual legislative work plan of the State Council, and is an important basis for coordinating and advancing transport legislation. Centering on the major decisions and arrangements of the CPC Central Committee and the State Council, focusing on the goals and tasks of accelerating the building of a country with strong transportation, and closely following the central work of the Ministry, the "Legislative Plan" clarifies the main tasks of transport legislation in 2024, including building a modern comprehensive transportation system, deepening reform in key areas, maintaining the order of the transportation market, safeguarding the lawful rights and interests of practitioners, improving the level of safety and emergency support, and strengthening ecological and environmental protection and the development of foreign-related rule of law, etc.

According to the degree of urgency and work foundation of each legislative project, the "Legislative Plan" divides legislative projects into Category I and Category II. Among them, Category I legislative projects refer to projects that are urgently needed for industry development and whose legislative conditions are mature, and for which efforts are made to complete work within the Ministry or promulgate within the year, totaling 48 items. These include 7 laws: the Transportation Law, National Defense Transportation Law (Revision), Maritime Code (Revision), Highway Law (Revision), Civil Aviation Law (Revision), Railway Law (Revision), and Postal Law (Revision); 8 administrative regulations: the Regulations on the Administration of Toll Highways (Revision), Regulations on Rural Highways, Regulations on Urban Public Transport, Interim Regulations on Express Delivery (Revision), Regulations on Road Transport (Revision), Regulations on International Maritime Transport (Revision), Regulations on the Administration of Inland River Traffic Safety (Revision), and Regulations on Universal Postal Services; and 33 departmental rules. Category II legislative projects refer to projects that are needed for industry development but not yet urgent and that have a certain legislative foundation but still require further study, totaling 38 items, including 1 law, 11 administrative regulations, and 26 departmental rules.

At the same time, the "Legislative Plan" also puts forward specific requirements for carrying out transport legislation from such aspects as adhering to open legislation, improving working mechanisms, increasing input of efforts, and strengthening organization and coordination, so as to effectively improve the quality and efficiency of legislative work.
