Taiyuan, May 23 (Xinhua) — Reporters learned on the 23rd from the Shanxi Provincial Department of Emergency Management that Shanxi is carrying out the investigation and rectification of flood control risk hazards.
Recently, the Office of the Shanxi Provincial Flood Control and Drought Relief Headquarters issued the "Notice on Doing a Good Job in the Investigation and Rectification of Flood Control Risk Hazards" (hereinafter referred to as the "Notice"), requiring municipal flood control offices and relevant departments to carry out the investigation and rectification of flood control risk hazards and effectively mitigate the risks of major flood and drought disasters.
The "Notice" requires that municipal flood control offices and relevant member units of the Shanxi Provincial Flood Control and Drought Relief Headquarters strictly implement their responsibilities for the investigation and rectification of flood control risk hazards, comprehensively investigate all types of flood control risk hazards, and focus on investigating four categories of problems: substandard river embankments, urban waterlogging during the rainy season, crop damage caused by rainfall, and safety hazards in key facilities and equipment. These shall be classified by category, with risks assessed and records established, so as to fully ascertain the current situation, problems, and the full extent of hidden dangers.
Targeted measures shall be taken for the risk hazards identified according to their categories: those that can be rectified immediately shall be rectified within a specified time limit; for those that cannot be rectified within a short period or whose rectification may affect safety through the flood season, emergency response plans shall be formulated and flood-season measures implemented. For departments and units that attach insufficient importance to hazard rectification, fail to implement rectification responsibilities, or make slow progress in rectification, the Shanxi Provincial Flood Control Office will conduct timely supervision, issue notifications, and conduct interviews.
The "Notice" emphasizes that departments such as housing and urban-rural development, transportation, water resources, and electric power, as well as flood control offices at all levels, shall strengthen coordination, establish long-term mechanisms, curb the emergence of new risk hazards, and improve the level of flood control and disaster reduction. Major flood control problems and hidden dangers identified shall be promptly reported to higher-level competent departments and to Party committees and governments at the same level, with overall coordination strengthened to ensure that hidden dangers are rectified in a timely and thorough manner.
