Notice of the Jiangsu Provincial Department of Housing and Urban-Rural Development on Carrying Out the 2023 Recognition of the Top 100 Construction Enterprises

To all district-level and municipal housing and urban-rural development bureaus (construction committees) and all relevant units:

In order to thoroughly implement the spirit of the 20th National Congress of the Communist Party of China, deeply understand the important speech delivered by General Secretary Xi Jinping to the Jiangsu delegation at the Second Session of the 14th National People's Congress on developing new quality productive forces in accordance with local conditions, stimulate and mobilize the enthusiasm, initiative, and creativity of construction enterprises in our province for reform, innovation, and transformation-driven development, and further enhance the "Jiangsu Construction" brand. In accordance with the annual work arrangements, our department, together with the Provincial Bureau of Statistics and the Provincial Department of Commerce, has decided after joint study to launch the 2023 recognition of the Top 100 Construction Enterprises starting from now. The relevant matters are hereby notified as follows:

I. Scope of Recognition

Enterprises registered within Jiangsu Province and holding construction enterprise qualifications, and that meet the recognition categories in the recognition measures, are all within the scope of recognition. Enterprises participating in the application for recognition must, before May 31, 2024, enter the "Jiangsu Provincial Construction Industry Statistical Information Channel" (website: http://www.jstjbb.cn/), log in to the "Jiangsu Provincial Construction Industry Top 100 Enterprise Recognition System" (the username and password are the same as those for the Jiangsu Construction Industry Statistical Information System), select and confirm the recognition category, and the system will automatically collect relevant data based on the 2023 statistical annual report data submitted by construction enterprises for comprehensive evaluation, which shall be submitted after preliminary review and confirmation by the housing and urban-rural development bureaus (construction committees) of each district-level city. Enterprises do not need to submit written materials.

II. Public Announcement of Shortlisted Enterprises

Based on the "2023 Jiangsu Construction Industry Top 100 Enterprise Recognition Measures" (see attachment), our department will, according to the annual report statistical data of enterprises and in combination with the recognition indicators and weights, conduct a comprehensive ranking (for construction foreign economic cooperation, ranking is based on the turnover of overseas contracted projects completed by enterprises), and determine the top 70 in comprehensive strength of construction general contracting, the top 22 building decoration enterprises (including 12 decoration and renovation enterprises and 10 curtain wall enterprises), the top 20 construction foreign economic cooperation enterprises, the top 16 building installation enterprises (including 12 mechanical and electrical equipment installation enterprises and 4 intelligentization enterprises), the top 18 infrastructure specialty enterprises (including 16 municipal enterprises and 2 foundation engineering enterprises), and the top 22 building steel structure and other specialty enterprises (8 steel structure enterprises, 4 highway enterprises and 4 water conservancy enterprises, and 2 each for communications, electric power, and fire protection enterprises) as shortlisted enterprises for recognition, and make them public. During the public announcement period, if any unit or individual discovers that a shortlisted enterprise has committed fraud or other illegal or non-compliant acts, they may report or reflect the matter to the Construction Market Supervision Division of our department. The recognition data of shortlisted enterprises will be compared with the data in the online direct reporting system of the Provincial Bureau of Statistics and the foreign economic cooperation statistical system of the Provincial Department of Commerce; inaccurate data will not be recognized.

III. Verification of Bonus Points

After the list of shortlisted enterprises is made public, the Engineering Quality and Safety Supervision Division of our department will verify the shortlisted enterprises' acquisition in 2023 of national and provincial-level technical invention patents, the formulation of or participation in the formulation of national and provincial-level industry technical standards, and the quality and technical (innovation) awards obtained at or above the provincial level (including provincial level) (Contact: Xia Liang, 025-51868643).

The review of demonstration projects, demonstration bases, and research and development bases for provincial and ministerial-level construction industry modernization (including prefabricated buildings) obtained in 2023 shall be based on publicly released relevant documents.

During the recognition period, enterprises may log in to the "Jiangsu Provincial Construction Industry Top 100 Enterprise Recognition System" to inquire about their shortlisting status, scores, and recognition information.
