In recent years, Lingshui Li Autonomous County has kept a close focus on project construction, continuously deepened the reform of the approval system for engineering construction projects, and advanced the progress of "one-window acceptance" across the entire project process and full-chain closed-loop processing through the "four measures" of establishing mechanisms, joint approval, strengthening technology, and optimizing services, while coordinating all departments to form a linkage mechanism and promoting the rapid landing and commissioning of projects.

　　Establish a standard working mechanism to ensure the implementation of "one-window acceptance." In September 2023, the Business Environment Development Bureau of Lingshui Li Autonomous County issued the "Work Plan for 'One-Window Acceptance' Across the Entire Project Application and Construction Process of Engineering Construction Projects in Lingshui Li Autonomous County," establishing a "one-window acceptance" working mechanism for engineering projects and uniformly incorporating the approval matters of different departments involved in the stages of project initiation and land use permits, engineering planning permits, construction permits, and completion acceptance into a comprehensive window for acceptance.

　　"One-window acceptance" and parallel approval form a normal practice of internal linkage. The Business Environment Development Bureau of Lingshui Li Autonomous County has implemented the requirements of online and offline one-window acceptance and full-chain closed-loop processing, eliminating off-system circulation. Parallel approval is promoted for matters at the same stage to jointly advance project approval progress and expedite the completion and issuance of approval results. For approval matters at this stage that have sequential relationships, parallel application shall not serve as a precondition for each other, and review and approval shall be carried out simultaneously. Where there is indeed a sequence, approval may be completed with conditions.

　　Strengthen technical guidance and implement the service of dedicated personnel for assisted handling and agency services. In October 2023, the Business Environment Development Bureau of Lingshui Li Autonomous County issued the "Technical Guidelines for the Preparation of Construction Project Design Schemes (Building Construction Category)," clarifying the relevant technical requirements for handling construction projects from aspects such as the content and order of the drawing album, design specifications, special sections, and renderings, guiding and standardizing the preparation of technical documents and drawings for construction project applications, reducing repeated revisions, and saving time costs. For difficult issues existing in the application process of project owners, through the engineering project assisted handling and agency service window and the dedicated project assisted handling and agency personnel, research and analysis are conducted to propose guiding opinions for solving problems, coordinate and advance the application progress of various matters, and compress the approval time limit of the entire project process.

　　Practice "one-time notification" and create tailored approval service cards. While the approval results of the previous stage of an engineering construction project are delivered to the project owner by the engineering project window, the parallel approval matters of the next stage are notified to the project owner at one time according to the list of parallel approval matters at the stage, and a project approval service card is issued. Due to the different specific application situations of owners, the Business Environment Development Bureau of Lingshui Li Autonomous County ensures the pertinence and precision of services through tailor-made guidance. One-time notification is made of all approval matters for application at this stage, minimizing the project application and construction time to the greatest extent. Since the implementation of the "one-window acceptance" working mechanism in 2023, 219 engineering project approval service cards have been issued, 2,263 person-times of assisted handling and agency services have been provided, and 189 projects in Lingshui have been supported in landing.
