Under the joint witness of the Zhejiang Provincial Department of Transport, Zhejiang Communications Investment Group, Jinhua Municipal Federation of Trade Unions, Chongqing Jiaotong University, the Provincial Institute of Special Equipment Science, Zhejiang Highway Technician College and other units, the province's **"Industrial Worker Training Base" for expressway construction projects was established on May 16 at the Jinhua Urban Section Project of the Ningbo-Jinhua-Quzhou-Shangrao Expressway.

　　Located in the smart beam fabrication yard of the Jinhua Urban Section of the Ningbo-Jinhua-Quzhou-Shangrao Expressway under Zhejiang Communications Investment Group, the "Industrial Worker Training Base" covers an area of about 1,350 square meters and comprises "two centers and four classrooms"—a service center, a simulation center, a teaching and training room, a model room, a practical training room and a workshop. It is an "incubator" for the growth of all industrial workers on the project.

　　Here, with the professional support of institutions such as Chongqing Jiaotong University, the Provincial Institute of Special Equipment Science and Zhejiang Highway Technician College, and through case analysis and experience sharing combined with on-site explanations in the base's practical training hall and model hall, the base is dedicated to cultivating a new era of "knowledge-based, skilled and innovative" industrial workers. It can organize, by type of work and in batches, classes, teaching, assessment and graduation for operators of special equipment such as cranes and loaders as well as general workers such as electricians and welders, and issue certificates graded according to results.

　　During the three-year construction period, this training base will carry out training for ten thousand person-times. "This will be the **first stop** for every craftsman to 'check in'," said Xu Zhongliang, deputy commander of the Ningbo-Jinhua-Quzhou-Shangrao Command. After workers register and undergo a physical examination, they will receive two days of full-time off-the-job training covering laws and regulations on work safety, key points of on-site hazard identification and governance, beam and slab transport and installation, key points of safety management during lifting and hoisting construction, and potential safety hazards, among other content, through concentrated theoretical and practical training and achievement assessment. Industrial workers who pass the examination can be assigned a code and take up their posts, officially becoming a "Jinqu Red Craftsman".

　　In addition to "one-stop" teaching, the training base also enables industrial workers to have an "immersive" experience of various expressway construction scenarios. For example, the practical operation center provides simulated operations of loaders, gantry cranes, pavers, forklifts, electric welding and the like, and the system automatically conducts assessment and ranking, comprehensively scoring and dynamically displaying a "top ten" leaderboard just like playing a game, making learning interesting, recorded and competitive; in the future it can also be connected with the safety code system. In the traffic organization simulation center, hazardous major projects and road-related construction that exceed certain specifications can first be simulated on the large screen, such as simulated exercises for road-related construction scenarios and simulation of special construction plans for traffic organization of beam and slab transport, and so on.

　　At present, the industrial worker training base has 8 resident trainers, plus teaching resources such as project management personnel and outstanding team leaders. During the trial operation period, training and education activities have been carried out for a total of 650 frontline industrial workers. Xu Zhongliang, deputy commander of the Ningbo-Jinhua-Quzhou-Shangrao Jinhua Command, introduced: "Here, industrial workers can easily master the key essentials of construction techniques and safety emergency knowledge, truly acquire skills and abilities, and lay a quality cornerstone for project construction."

　　For the Jinhua Urban Section Project of the Ningbo-Jinhua-Quzhou-Shangrao Expressway, the completion and operation of the "Industrial Worker Training Base" is only the **first step**, and there is much more to be continued.

　　As the province's **first "Industrial Worker Training Base" for expressway construction projects**, the Ningbo-Jinhua-Quzhou-Shangrao Jinhua Command will leverage the strength of the provincial and municipal federations of trade unions and the Provincial Highway Technician College to establish and improve the training, evaluation and management system for industrial workers, and will organize technical exchange activities from time to time to build a platform for learning and exchange for the growth and development of industrial workers.

　　"Unlike attending classes at a school, we will organize classes, teaching, assessment and graduation in batches for tens of thousands of construction workers across the entire line, and finally issue training qualification certificates uniformly to those who pass the assessment. At the same time, the base is exploring the establishment of skill-level grading standards for industrial workers of different types of work," Xu Zhongliang said by way of example. "For instance, referring to the talent level classification names proposed by the human resources and social security department, we also divide the skill levels of welders into five grades: junior worker, intermediate worker, senior worker, technician and senior technician. We are exploring how to determine the skill standards for different grades, and once the standards mature they will be further promoted, which will also lead the transformation of the entire industry and market."

　　In addition, in conjunction with the "eight comparisons and eight competitions" content of the meritorious service competition, the project has innovatively distilled six strengthening training paths—"strengthen the pattern, strengthen thinking, strengthen management, strengthen skills, strengthen morale and strengthen the system"—and established a "small but strong" innovation studio to promote efficient linkage and deep integration between the meritorious service competition and the growth of industrial workers, striving to fully transform the potential of industrial workers into efficient driving force and high-quality results for project construction.

　　The Jinhua Urban Section of the Ningbo-Jinhua-Quzhou-Shangrao Expressway is a key project in Zhejiang's "14th Five-Year Plan" construction plan and one of the projects in Zhejiang's "thousands of projects, trillions of yuan" project for expanding effective investment. It is led by Zhejiang Communications Investment Group for investment and construction, and the Ningbo-Jinhua-Quzhou-Shangrao Jinhua Command of Zhegaojian Company is responsible for project construction management. The project has a total length of 38.26 kilometers, adopts the construction standard of a two-way six-lane expressway with a design speed of 120 kilometers per hour, involves a total investment of 11.628 billion yuan, and is scheduled to be ready for traffic by the end of 2026. As of now, the project has completed a cumulative investment of 6.148 billion yuan, accounting for 52.87% of the approved estimated budget of 11.628 billion yuan, and has completed a cumulative overall image progress of 28.77%, including 38.42% for roadbed and 31.58% for bridges.
