Currently in the "golden period" of project construction, the Gaotai County Water Affairs Bureau has taken multiple measures to fully advance the construction of key water conservancy projects.

　　With solid and vigorous efforts, project construction is advancing steadily and rapidly. The bureau has innovatively implemented a "1+N+X" responsibility mechanism; following the "four ones" approach of "one project, one leader, one team, and one commitment to see it through," it has established and improved the "three grasps" responsibility system in which the leader in charge grasps coordination, progress, and supervision; it has adopted a "one diagram, two tables, multiple elements" advancement model; and it has formulated, item by item, preliminary work flowcharts, task sheets, and progress schedules for engineering projects. Strictly following the sequence of listed links and processes, it uses closed-loop management to drive the full and effective implementation of all work. Departmental communication and coordination have been strengthened, with close attention to key links such as project matchmaking and negotiation, contract signing and implementation, and commencement of construction. Measures such as dedicated task forces for joint support, dedicated personnel for agency services, and dedicated policy support have been adopted to ensure the provision of personnel, funding, organizational coordination, and other elements, jointly advancing the processes of project survey and design, planning and site selection, land use permits, design plans, and pre-approval procedures such as soil and water conservation, environmental impact assessment, and social stability risk assessment. The aim is to make each procedure short in time, fast in approval, and high in efficiency, ensuring that preliminary project justification is sufficient, enterprises can start work immediately upon taking over, and later-stage construction proceeds smoothly. At the same time, in response to problems existing in the construction of major projects, the bureau adheres to the approach of "diagnosing the pulse and prescribing remedies, and applying the right medicine to eliminate the root causes," implementing the methods of discussing each matter separately, adopting one policy for each matter, and handling special matters specially, so as to promptly coordinate and resolve difficulties and problems encountered in project construction. This ensures that in the course of project construction, the "fast-forward button" is pressed to turn shortcomings into strengths, and "acceleration" is achieved to turn strengths into springboards.

　　With listed supervision, project construction is in full swing. The principal responsible person takes the lead and personally oversees listed supervision, establishing and improving a "red, yellow, blue" control mechanism to follow up promptly, update dynamically, issue real-time warnings, and race against time. The list of responsibilities for overseeing major projects has been revised and improved, with close attention to project commencement rate, investment completion rate, fund availability rate, and on-schedule completion rate. A mechanism for scheduling construction-period targets and tracking and urging progress has been established, implementing the "task list + responsibility list + progress schedule" advancement model and giving play to the role of the "red, yellow, blue" early warning mechanism to strengthen scheduling and promotion. For projects lagging in progress, the responsible overseeing leader conducts on-site scheduling, and the dedicated project task force conducts on-site supervision, urging construction units to increase manpower and material resources to ensure smooth project advancement. To date, the urban Shitan Gully drainage capacity improvement project with an investment of 35.9869 million yuan, the Luocheng medium-sized irrigation district supporting facilities renewal and water-saving renovation project with an investment of 69.4137 million yuan, and the Gaotai County Hongyazi medium-sized irrigation district supporting facilities renewal and water-saving renovation project with an investment of 49.1026 million yuan are being comprehensively advanced according to the project schedule. The national key soil and water conservation project—the Gaotai County Heihe River Basin Dahuwan Area Soil and Water Conservation Comprehensive Treatment Quality and Efficiency Improvement Project, with an investment of 6.6616 million yuan—has completed 2.54 square kilometers of ecological node greening in the Dahuwan soil and water conservation improvement area, planted 1,500 mu of saxaul in the northern desert windbreak and sand-fixation treatment area, and implemented 13,500 mu of closed protection treatment, completing 65% of the total construction task. The Hongshahe Village Longkou Canal Head to Tagou Pond Water Conveyance Tunnel Reconstruction Project, with an investment of 19.89 million yuan, has seen the new tunnel fully holed through and 9 structures built, and is expected to complete all construction tasks by the end of July. The Mawei Lake water conveyance canal river-crossing aqueduct, with an investment of 20.4358 million yuan, has a total length of 580 meters and a channel body span of 20 meters; rebar tying has been completed for 16 spans, formwork erection for 12 spans, and channel body pouring for 11 spans, with all channel body construction planned to be completed by the end of August.

　　With strengthened inspection, project construction is improving in both quantity and quality. The Gaotai County Water Affairs Bureau organized senior engineers and invited experts from the Municipal Water Affairs Bureau's Supervision Section and Quality Supervision Section to conduct a special quality and safety inspection of the 6 water conservancy projects under construction. By means of on-site observation of progress, on-site listening to introductions, and comparison to identify gaps, a comprehensive inspection was conducted of the water conservancy projects under construction in six aspects: preliminary work, construction management, plan issuance and execution, fund use and management, project quality, and safety. By praising advanced construction sections and outstanding project task forces and having representatives of the owner project department, construction units, and supervision units make statements, the bureau encouraged the formation of an atmosphere of comparison and emulation to "focus on quality, ensure safety, build fine projects, and set up models." At the same time, for the problems exposed, the bureau adhered to the "front-line work method" and other work requirements, conducting in-depth investigation and research at the construction site to identify the root causes, solve problems, and urge progress. In response to the problems found in the inspection, it drew inferences from one case and applied them to others, established lists, refined measures, and closed out items one by one, ensuring a dual improvement in project progress and quality and safety.
