"Last year, the community implemented the first phase of the heating network renovation, and our home is much warmer now. This year, construction started again just as the heating season ended. I believe that after the construction is completed, our home will definitely be even warmer. As an ordinary resident, I wholeheartedly support the Warmth Project," said Zhang Guilan, a resident of Bei'an Huating Community in the Tongliao Economic and Technological Development Zone, excitedly as she watched the bustling construction scene.

　　The Warmth Project is a key livelihood project for Tongliao City in 2024 and also a heartwarming initiative that concerns the vital interests of the people. In order to seize the "golden period" of spring construction, starting from April 16, all 50 "start construction as soon as heating stops" projects of Tongliao City's 2024 Warmth Project have commenced across the board. Construction sites of Warmth Projects in all banners, counties, and districts are "firing on all cylinders" to build in ample lead time for the next heating season.

　　At the construction site of the ultra-low emission renovation project of the environmental protection project for heating coal-fired boilers in the workshop in the southern suburbs of Jarud Banner, workers are excavating heating pipelines, renewing and welding pipe networks, and installing and connecting heating risers and indoor pipes in residential corridors, presenting a busy scene. After the project renovation is completed, flue gas emissions will reach ultra-low standards, ensuring local green and low-carbon development while allowing residents to truly feel the changes and warmth.

　　In fully advancing the implementation of the project, the Party committees and governments of all banners, counties, and districts, as the responsible entities, have truly treated the Warmth Project as a "top leader" project, implementing it level by level, and ensuring that relevant departments and heating enterprises complete problem inspections and project implementation within the required time limits. By establishing full-time maintenance teams, heating enterprises bear the responsibility for the repair and maintenance of heat sources, primary heating networks, heat exchange stations, and heating facilities and equipment beyond user terminal metering devices or household connection points, effectively guaranteeing project progress and quality.

　　Ji Chaogang, head of the Heating and Gas Section of the Housing and Urban-Rural Development Bureau of Horqin District, stated that Horqin District closely integrates heating work with enhancing people's well-being, and through joint efforts of government and enterprises, implements renovation and upgrading projects. All projects involving 83 communities, 25 heat exchange stations, and 12 communities in the township will be fully completed by September 15, ensuring that the people stay warm through the winter.

　　Heating is a major livelihood matter for the people of countless households to live and work in peace and contentment, and it is also a mandatory livelihood answer sheet for the government. It is understood that this year Tongliao City plans to implement 131 Warmth Project construction projects, with an estimated investment of 1.835 billion yuan, mainly targeting heating problems such as aging heating pipelines and outdated heat exchange station functions. After the projects are completed, they will comprehensively enhance the centralized heating guarantee capacity of cities and towns, ensuring that residents stay warm through the next heating season.
