"From pre-disaster mitigation and preparedness and emergency response during disasters to resilient post-disaster reconstruction, we have built a full-chain working mechanism and targeted projects covering the entire disaster cycle," said a relevant person in charge of One Foundation. "The One Foundation Emergency Disaster Relief Plan" adopts the strategy of "understanding patterns, preparing for disasters in advance, joint action, and rapid rescue," focusing on building a localized social force disaster emergency response mechanism.

Among them, since its launch through the end of 2023, the "Safe Home Program" has been implemented in 1,351 villages (communities) across 23 provinces (autonomous regions and municipalities) nationwide, training more than 30,000 volunteer rescue team members in total and benefiting more than 4.68 million community residents.

Volunteer rescue team member Wen Jitao told reporters that since participating in this program, he has actively observed safety risks in various parts of the village by patrolling mountains and monitoring water. In addition, team members also play a role in extinguishing small fires, flood control, and daily safety publicity.

It is understood that in addition to supporting the construction of community volunteer rescue teams, social organizations and caring enterprises have also implemented related projects in Shenzhen, Taiyuan, and other places to train ride-hailing practitioners to become social emergency rescue team members. In response to drowning incidents, the Beijing Sanyi Public Welfare Foundation and others are also jointly training professional water-area social emergency rescue teams.

According to statistics, during Disaster Prevention and Reduction Publicity Week, the "Child Safety Program," together with social organization partners and in coordination with relevant departments, carried out 139 survival training camp activities, including the use of AEDs (automated external defibrillators), securing furniture against tipping, the abdominal thrust method, and jack rescue, in order to improve children's self-rescue and mutual-rescue capabilities.

A relevant person in charge of One Foundation said that this program was launched in 2013. By the end of 2023, by supporting social organizations, social rescue teams, and enterprise employees in using experiential and participatory teaching methods in schools and communities, and empowering volunteers and teachers to carry out safety education, it has helped more than 3.79 million children improve their ability to cope with risks.

All parties are also discussing the sustainable development of safeguarding community safety. Recently, the launch meeting of the Joint Action on Technology-Enabled Community Resilience Digital Disaster Preparedness was held in Beijing. Representatives from the Tencent Charity Foundation, Wumart Group, JD.com, and other institutions discussed the application and development of digital technology in disaster management, aiming to jointly promote more scientific and efficient disaster preparedness and post-disaster construction work.
