"Especially in 2023, our crime-fighting results were notable, achieving a 'double improvement' in the case-solving rate and the rate of recovering stolen property and losses. At the same time, in the areas of money laundering, tax-related crimes, and livelihood-related fields, we successfully launched national cluster campaigns for the first time, achieving cross-regional, full-chain, and all-element crackdowns," said Zhao Hongcai, head of the Economic Crime Investigation Corps of the Qinghai Provincial Public Security Department.

Zhao Hongcai introduced that, judging from the overall situation of economic criminal activities in Qinghai Province, in recent years the proportion of economic crimes in the total volume of criminal offenses has risen year by year, public awareness has grown increasingly high, and the mainstream trend is obvious. In the commercial and trade sector, contract fraud cases remain the mainstream crime, involving all aspects of economic activity; illegal fundraising crimes have spread from traditional fields to livelihood fields such as elderly care and education; pyramid scheme activities have diverse methods and greater concealment, and have gradually spread to remote agricultural and pastoral areas.

To adapt to the current development of informatization, the economic investigation departments of Qinghai's public security organs have deeply advanced the development strategy of "informatization construction and data-driven practical combat," solidly carried out work such as converting fund analysis and judgment results into evidence and building star-rated joint service centers, and deeply conducted data-based judgment and analysis, penetrating analysis of fund investigation and control, and other work, better leveraging the functions of the police category and the role of coordination and linkage.
