Recently, at the Huangshagang Sluice Demolition and Reconstruction Project site, more than 280 workers were carrying out operations in an orderly manner across various work faces, including the main sluice chamber, the anti-scour cast-in-place pile cap beams, the revetment retaining walls, the stilling basin, and the apron. Large equipment such as tower cranes, excavators, concrete pump trucks, and dump trucks coordinated seamlessly. All parties involved—construction, design, supervision, execution, and inspection—pursued extraordinary measures to accelerate project progress, striving to ensure the Huangshagang Sluice is capable of flood retention and drainage during the flood season.
Huangshagang is an important river flowing into the sea in the Lixiahe region and a major flood discharge channel. The Huangshagang Sluice is the control gate at the mouth of the Huangshagang River where it enters the sea, and is a key project for flood control and safety in the Lixiahe area. It has been in operation for more than 50 years and, due to its age, has structural safety hazards. To eliminate these hazards, the Huangshagang Sluice Demolition and Reconstruction Project officially commenced in October 2023, with a planned construction period of 18 months.
With a tight schedule and heavy tasks, all builders worked together and charged ahead. The project team focused on details and implementation in aspects such as construction scheme research, process sequencing and arrangement, trade scheduling and command, and material and equipment planning, overcoming various unfavorable factors. Under the premise of ensuring quality and safety, they completed the pouring of 8,000 cubic meters of reinforced concrete for the 10-bay sluice chamber 13 days ahead of schedule. Currently, construction is being carried out simultaneously on the upstream and downstream revetment retaining walls and slope protection, the pouring of 16 stilling basin sections and 510 apron blocks, the pouring of 76 cast-in-place piles downstream, and the installation of 11 hoists and gates. By the end of May, the cofferdam removal will be completed as planned to bring the new sluice's tide-blocking and drainage functions into play; by the end of August, the main concrete works of the sluice head main powerhouse and control room will be completed; and all contract quantities will be completed before the end of December.
All participating units regard quality as their lifeline. During construction, they strictly implemented the "three-inspection system," and all concealed works were subject to a sign-holding acceptance system, controlling construction quality throughout the entire process and chain. During the pouring of the main sluice chamber, the supervision unit conducted full-process inspections of straight-thread torque, rebar tying, protective layer thickness, concrete slump, and pouring and vibration. When pouring side piers and joint piers, they conscientiously carried out follow-up inspections. To date, all completed unit works have passed quality assessment, with an excellent rate exceeding 90%, laying a solid foundation for creating a provincial-quality project.
