Recently, in order to thoroughly implement the spirit of General Secretary Xi Jinping's important speech at the symposium on promoting the full revitalization of Northeast China in the new era, Municipal Party Committee Secretary Shen Desheng and Deputy Secretary of the Municipal Party Committee and Mayor Cheng Yu led a team to inspect key project construction across the city. Through a method of inspecting, evaluating, deploying, and solving problems on site as they went, they focused on the goal of "one district, four transformations," gave full play to the guiding role of industrial investment, accelerated the cultivation of new drivers of economic and social development, and continuously supported Liaoyuan's transformational development and pioneering breakthroughs with high-quality project construction. 　　Key industrial project construction in Longshan District and Xi'an District is accelerating. Transformation and upgrading projects such as the Liaoyuan New Territory Modern Textile Industrial Park, the Huafang electrostatic PP bamboo fiber composite materials project, the carbon fiber industrial park, and the urban solid waste resource recycling circular economy industrial park are expected to be built and put into operation within the same year; new projects such as the Dadongshan cultural and tourism complex, the "Black Gold Town" cultural tourism resort area, the Natu Resort Park, the Tianying gravity energy storage science popularization base, and the river-lake connectivity water system governance project are forming a new northern cultural and tourism loop featuring "full-year connectivity, all-time linkage, and scenic design across the entire area." Shen Desheng pointed out that project construction is the key to expanding the total economic volume. It is necessary to seize the golden period of project construction, make every effort in construction organization, investment implementation, and factor guarantees with a sprinting posture, and promote the accelerated development of advantageous industries such as new cultural tourism, the new sock industry, and new materials during the acceleration of project construction.

　　In the High-tech Zone, the first-phase Tianying project with an annual output of 150,000 tons of green methanol is under vigorous construction, while the Jusheng Light Alloy annual output of 60,000 tons aluminum foil production line and the Shengyuan New Materials 24 million standard-piece 3D automotive cover glass production line are operating at full capacity. Shen Desheng pointed out that the High-tech Zone is the main battlefield for the city's industrial project construction and should take the initiative and make greater contributions in cultivating new drivers and new business forms, closely focus on key areas such as new energy, new equipment, and new pharmaceuticals, intensify efforts to build, extend, and strengthen chains, and continuously transform incremental investment into incremental output value and incremental fiscal revenue.

　　At the second-phase project of the Tianyu Town pastoral complex in Dongliao County, Shen Desheng and Cheng Yu held an on-site meeting to study and solve issues such as project financing, land, power supply, and market customer sources, and required relevant departments to adhere to a problem-oriented approach, strengthen support for factor guarantees, and fully support its development into an in-region and out-of-region study and travel base. At the construction site of the Guan Yao Museum under the Chinese herbal medicine full-industry-chain construction project, Shen Desheng affirmed and thanked Shen Guobin, Chairman of Jiyao Agriculture, for his pragmatic measures of stationing on site to supervise progress and rush the construction schedule, and emphasized the need to effectively utilize under-forest resources, adhere to the integrated development of the primary, secondary, and tertiary industries, and make every effort to build a Chinese herbal medicine industrial base with regional influence.

　　The Dongfeng County Medical Device Industrial Park has already attracted 29 enterprises to settle in, and the Edible Fungi Tertiary Industry Integration Demonstration Park has established an industry-university-research cooperation mechanism with the team of Li Yu, academician of the Chinese Academy of Engineering. Shen Desheng emphasized that all counties (districts) must firmly establish the concept that "projects are king, and investment attraction is essential," base themselves on distinctive resources, give play to the clustering role of industrial parks, closely follow policy trends to plan another batch of major projects, actively go out to the market to attract another batch of good projects, support the expansion and strengthening of distinctive industries through project construction, and empower Liaoyuan's transformational development and pioneering breakthroughs with effective investment.
