China News Service, May 13 (Xinhua) — According to the WeChat public account of the Hunan Provincial Expressway Traffic Police Bureau, in order to better coordinate development and safety, promote benign interaction between high-quality development and high-level safety, further respond to the new expectations of the people, and enhance the people's experience and sense of gain when driving on expressways, the Hunan Provincial Expressway Traffic Police Bureau has introduced eight measures to standardize the investigation and handling of speeding violations on expressways.

The details are as follows:

1. Before May 31, 2024, conduct another comprehensive review of all speed-measuring devices, remove all simulated speed-measuring devices, and dynamically publish information on speed-measuring points on provincially administered expressways through media such as the portal website of the Hunan Provincial Public Security Department (Xiangjing Network) and the WeChat public account of Hunan Expressway Police.

2. Mobile speed measurement shall not be conducted unless necessary.

3. For small cars exceeding the speed limit by less than 10%, no fine and no points shall be imposed.

4. For small cars exceeding the speed limit by 10% (inclusive) or more but less than 20%, the first-violation warning shall apply.

5. Jointly with transport departments, conduct a comprehensive investigation of expressway speed limits, and after traffic engineering demonstration, optimize and raise speed limits for some road sections with relatively low speed limits and promptly announce the results to the public.

6. Jointly with transport departments, conduct a comprehensive investigation of various traffic signs on expressways, promptly optimize and consolidate them, and avoid sign and information overload.

7. Coordinate with map navigation companies to verify speed-measuring points and avoid false navigation reports and frequent prompts about speed-measuring information.

8. Actively accept public oversight, open a column titled “Highway Police Listen to You” on the WeChat public account of Hunan Expressway Police, and centrally handle various public inquiries, complaints, and suggestions regarding speed measurement work.
