In recent years, Xinpu New Area of Zunyi City has focused on major water conservancy projects, consistently treating the construction of major water conservancy projects as an important lever for promoting water conservancy reform and development, going all out to start construction, accelerate progress, and boost investment. It has implemented ledger-based management and full-process control over preliminary project work, fund raising, quality control, construction progress, work safety, and completion acceptance, effectively promoting quality and efficiency improvements in major water conservancy project construction.

At the construction site of Section 3 of the Supporting Facilities Renewal and Water-Saving Renovation Project for the Medium-Sized Irrigation District in Xinzhou Town, machinery and construction personnel can be seen carrying out operations, and the site presents a busy scene.

The canals within this irrigation district total 86.51 kilometers in length. Due to the large number of scattered sites, after years of operation, some canals have suffered damage and leakage. In order to improve the water utilization coefficient, ensure farmland irrigation in the irrigation district, safeguard food security, and support rural revitalization, the New Area implemented the irrigation district supporting facilities renewal and water-saving renovation project.

The project has invested a total of 74.043 million yuan, covering Xinzhou Town and Xiazi Town, benefiting 15 villages and 85,000 people, with a total designed irrigation area of 58,900 mu. The main construction content includes backbone water conveyance and distribution, backbone drainage ditches, backbone canals (pipes), ditch system structures, water measurement and informatization works, among which 4.537 kilometers of pipelines will be renovated, 3.046 kilometers of drainage ditches will be renovated, 86.51 kilometers of canals will be renovated, 14 aqueducts will be renovated, and 2 inverted siphon pipes will be renovated. The project officially started construction in March 2024 and consists of six sections. At present, 35% of the total progress has been completed, and the entire project is planned to be completed in October this year.

In order to accelerate the advancement of key water source projects and improve the water ecological environment, at the construction site of the Liutian Ecological Clean Small Watershed Comprehensive Treatment Project in Liutian Village, Sandu Town, the construction team is working nonstop to seize the construction schedule. Since the project officially started construction in March this year, all sections of the project have continued construction. The project mainly carries out river channel treatment and vegetation measures.

Engineer Han Tianfu, the on-site technical director, said: "Since resuming work, the project has invested 10 machines and 60 personnel, and has completed the clearing of debris from 1.2 kilometers of canals. As the supervision party, during the construction process, we strictly control project quality and ensure quality and quantity so that the project can be completed as soon as possible."

It is understood that the total investment of the Liutian Ecological Clean Small Watershed Comprehensive Treatment Project in the New Area is 7.2 million yuan, with 1.539 million yuan of investment completed, and the visual progress is 21.4%. It is expected to be completed in October this year.

Similarly, at the construction site of the comprehensive treatment project for the Liyi River section of the Xiangjiang River Basin in the New Area, large tower cranes stand tall, waving their huge arms and continuously lifting various construction materials, while construction personnel are busy working. The site is busy yet orderly.

"The main treatment content of the Liyi River comprehensive treatment project is river channel treatment and dredging. After treatment, it will protect the lives and property of 12 million people and 2,500 mu of fertile farmland, effectively improve the river channel's flood control and disaster reduction capacity and the erosion resistance on both sides of the river channel, as well as reduce water loss from the river channel, and also ensure the river's water quality safety. It will provide a solid foundation for the ecology and economic development of the New Area," introduced Zhang Jinlin, head of the Construction Management Section of the Xinpu New Area Water Affairs Bureau.

It is reported that the Liyi River comprehensive treatment project totals 7 kilometers and treats three river sections: the Liyi River channel of 4.83 kilometers, Tianli Ditch of 1.8 kilometers, and Santai Ditch of 0.37 kilometers. The total investment is 28.5414 million yuan. At present, about 12 million yuan of funds have been completed, and 5 kilometers have been treated.

Accelerating the construction and renovation of modern irrigation districts is an important task for developing water-saving agriculture. It can alleviate the current tight situation of agricultural water use and better leverage the "ballast stone" role of irrigation districts in the production of grain and important agricultural products. In recent years, the New Area has firmly grasped water conservancy project construction as the "bull's nose," going all out to pursue projects, promote construction starts, and seize the opening opportunities, continuously injecting confidence and momentum into promoting the high-quality development of the New Area. As of April, the entire district has completed a cumulative investment of 65 million yuan in key water conservancy projects under construction.

"In 2024, the New Area obtained a total of 90 million yuan in special water conservancy funds from higher authorities. Since construction started in March 2024, in order to accelerate project construction, the Xinpu New Area Water Affairs Bureau has established dedicated project departments for each project group, with dedicated personnel strengthening construction management for each project. At present, the projects are advancing in an orderly manner and are expected to be fully completed and put into use in October," said Wang Ming, deputy director of the Xinpu New Area Water Affairs Bureau.
