CCTV News: The Ministry of Finance and the Ministry of Education on May 8 allocated a budget of 31.257 billion yuan for the 2024 Modern Vocational Education Quality Improvement Plan.

69.446 billion yuan in student financial aid subsidies allocated for 2024

The Ministry of Finance, the Ministry of Education, and the Ministry of Human Resources and Social Security issued a notice on May 8 allocating the 2024 budget for student financial aid subsidies, to be used to implement national student financial aid policies for regular senior secondary education, secondary vocational education, and higher education.

According to the Notice on Allocating the 2024 Budget for Student Financial Aid Subsidies (hereinafter referred to as the Notice), about 4.9 billion yuan was allocated this time; together with the 64.546 billion yuan allocated in advance, a total of 69.446 billion yuan in the 2024 student financial aid subsidy budget has been allocated.

The Notice states that the central government shall bear the relevant student financial aid funds according to tiered sharing ratios. All provinces shall give full play to the role of provincial-level coordination and increase transfer payments to disadvantaged areas within their jurisdictions.

All localities shall take into comprehensive consideration factors such as the levels of economic development in different areas within their jurisdictions and the distribution of students from financially disadvantaged families, and shall scientifically allocate aid quotas and funds among districts and counties and among institutions, rather than simply applying a one-size-fits-all approach. At the same time, they shall further strengthen dynamic monitoring of families at risk of returning to or falling into poverty, to prevent students from dropping out or being deprived of schooling due to poverty.
