In order to further advance the high-quality construction of the city's 44 key water conservancy projects and achieve the goals of construction progress and safe flood-season operation, on May 6, Liu Dan, Director of the Municipal Water Resources Bureau, led a team to successively conduct inspections on quality, safety, progress, fund disbursement, and flood control preparedness for the Tiaozi River Irrigation District Supporting Facilities Renewal and Water-Saving Renovation Project in Changtu County, the Hongdingshan Reservoir Risk Elimination and Reinforcement Project in Changtu County, the Changtu County Flood Control and Drought Relief Materials Warehouse, the Hongshan Reservoir Risk Elimination and Reinforcement Project in Changtu County, the Mazhong River (Kaiyuan City Section) River Course Improvement Project, and the Liaohe River Xiangnan Dangerous Section Improvement Project in Kaiyuan City, and put forward the following work requirements:

　　First, regarding engineering construction quality. A comprehensive engineering construction quality management system must be established. Project legal persons, design, supervision, construction, and quality supervision departments must work together with joint management, and adhere to high standards and strict requirements in every link of engineering construction to ensure project quality and safety as well as the safety of cadres.

　　Second, regarding engineering construction safety. Safety supervision and inspection must be strengthened, and special safety production rectification and investigation must be implemented. With the "six mechanisms" for water conservancy safety production risk control as the starting point, the safety production defense line for water conservancy construction projects must be solidly fortified, and all types of safety production accidents must be resolutely prevented.

　　Third, regarding engineering construction progress. The progress target of completing all government bond investment before the end of the year must be firmly anchored. According to the different project construction contents and construction characteristics, construction plans must be refined, responsibilities assigned to each area, and work carried out against charts, making every effort to advance the projects so that construction tasks are completed according to the time nodes.

　　Fourth, regarding project fund disbursement. Project legal persons, supervision units, and construction units must be promptly urged to carry out verification and pricing of completed engineering quantities, report them promptly to the local finance department, and apply for project fund disbursement to ensure that funds are disbursed in place in a timely manner.

　　Fifth, regarding flood control preparedness. The responsibility system for safe flood-season operation must be further improved, various flood-season operation plans such as refined flood-season operation plans and excessive flood contingency plans must be detailed, flood control materials must be fully prepared, and emergency drills must be carried out in a timely manner to ensure the safe flood-season operation of the projects.
