In accordance with the deployment requirements of the Ministry of Emergency Management on deepening the implementation of the Natural Disaster Emergency Response Capacity Enhancement Project, the Municipal Emergency Management Bureau has proactively coordinated with the municipal development and reform, finance, and other departments to advance grassroots disaster prevention projects through multiple measures. As of the end of April, all 16 districts of Tianjin had completed the preliminary design preparation and approval, the public announcement of bidding and procurement intentions, and the release of bidding announcements on schedule, and grassroots disaster prevention projects in all districts have fully entered the construction commencement stage.

First, ensuring responsibility implementation and unifying understanding. Implementing the grassroots disaster prevention project under the Natural Disaster Emergency Response Capacity Enhancement Project is an important measure for carrying out the decisions and arrangements of the Party Central Committee and the State Council and of the municipal Party committee and municipal government on enhancing grassroots disaster prevention and risk avoidance capabilities and further strengthening grassroots emergency management capacity. It is also an important lever for consolidating the foundation and improving quality and capacity in the city's emergency management work. Tianjin has incorporated the grassroots disaster prevention project into the municipal government's key work as a major project of the city's emergency management work, established a municipal-level leadership body and district-level construction implementation bodies for the project, promptly conveyed and implemented the meeting spirit and work requirements of the Ministry of Emergency Management, and pressed responsibilities down through each level.

Second, ensuring project coordination and clarifying work requirements. Communication and coordination with the municipal development and reform and finance departments have been strengthened to promptly grasp the deployment requirements of relevant national ministries and commissions on project construction, fund use, and other aspects. An implementation plan for the construction of Tianjin's grassroots disaster prevention project has been formulated and issued, sorting out the work content at each milestone, including preliminary design preparation, approval, public announcement of procurement intentions, reporting of expenditure target performance, procurement bidding, contract signing, procurement, and acceptance, with schedules worked out in reverse and completion deadlines clarified milestone by milestone and month by month, precisely drawing a "construction blueprint" for the districts to advance project implementation in an orderly and standardized manner.

Third, ensuring departmental coordination and forming joint work forces. In such stages as preliminary design preparation and approval, policy support has been actively sought from the Municipal Development and Reform Commission to help the districts open green approval channels and accelerate approval progress. Before the release of bidding announcements, timely coordination was made with the Municipal Finance Bureau to complete adjustments to the "Tianjin Municipal Government Procurement Network" and the "Budget Management Integrated System," and relevant districts were guided to complete system information entry. District emergency management bureaus were organized to strengthen coordination and linkage with district development and reform, finance, administrative approval, and other departments to ensure that work procedures are performed in a standardized manner as required.

Fourth, ensuring scheduling and notification and timely follow-up and assessment. The grassroots disaster prevention project involves a large total amount of funds and high investment in individual projects, a full range of types and large quantities of procured equipment, and many work stages with strict standards and high requirements. The Municipal Emergency Management Bureau has strengthened project scheduling and regular notification, successively issuing 5 work reminders, holding 2 video scheduling sessions and 2 special meetings, and anticipating and flagging matters needing attention at key stages. For major matters and important milestones, a "daily reporting" method has been adopted to closely follow up and promote project construction.

Next, the Municipal Emergency Management Bureau will closely focus on such stages as "construction, procurement, management, use, and maintenance," organize and promote the districts to further advance project implementation, and at the same time study and sort out shortcomings and weaknesses constraining grassroots emergency response capacity, such as the building of grassroots emergency rescue teams. It will urge the districts to promptly carry out audit and supervision to ensure the clean and efficient use of government bond project funds, and strive to make the grassroots disaster prevention project a project that wins public support, a high-quality project, and a clean project.
