Currently, high-standard farmland construction is in full swing across Hulunbuir City, with bustling activity and great enthusiasm in the fields.

In the National Modern Agriculture Industrial Park in Morin Dawa Banner, farmland construction has entered the stage of land preparation and sowing. The park focuses on variety purification, original seed propagation, and integrated demonstration, leveraging the resource advantages of "black soil, green, and ecology" to gradually form a large-scale, standardized, and intensive high-yield and high-efficiency soybean planting demonstration base.

"Last year, the actual harvested yield of the thousand-mu soybean demonstration field reached 200 kg/mu, exceeding the banner's average per-unit yield by 20%. This year, 334,000 mu of new dryland high-standard farmland will be built, with 27 new project areas planned, involving 6 townships and 2 farms," introduced Bai Jianfei, head of the Agricultural Production Section of the Morin Dawa Banner Agriculture, Animal Husbandry and Science and Technology Bureau.

"High-standard" farmland gives "confidence" for bumper harvests. Implementing high-standard farmland construction projects is one of the 2024 livelihood projects of Yakeshi City, which plans to build 147,500 mu of new high-standard farmland in Mianduhe Town, Muyuan Town, Wu'erqihan Town, and Wunu'er Town, achieving guaranteed harvests despite drought or excessive rain and stable high yields.

Villager Old Wang is a construction worker on the high-standard farmland project in Youhao Village, Fendou Town, Hailar District. His home is only a dozen minutes' walk from the construction site, and he is delighted to be able to work in his own village: "The 'work-for-relief' policy is very down-to-earth. As long as we villagers are willing to put in the effort, we can earn a good income."

Zhao Dandan, deputy director of the Hailar District Agriculture and Animal Husbandry Bureau, introduced: "The labor force in the project area participates in project construction through 'work-for-relief,' striving to achieve the good results of employment at one's doorstep, increased income from odd jobs, improved satisfaction, and higher project quality."

The Dahewan Demonstration Zone in Zhalantun City integrates new-generation information technology, intelligent equipment, artificial intelligence, big data, and other technologies with conservation tillage of black soil, creating an "intelligent information+" modern agriculture demonstration zone—the "Dahewan Model" of high-standard farmland construction centered on digitalization and intelligence. "Hardcore technologies" bring "hardcore" productivity, injecting new vitality into the black soil.

Building high-standard farmland is an important measure to promote the transformation of traditional agriculture into modern agriculture. To date, Hulunbuir City has built a total of 6.401 million mu of high-standard farmland, with a total investment of 8.446 billion yuan, increasing grain yield per mu by more than 10% on average, effectively supporting the city's grain output to remain stable at over 12 billion jin. In 2024, the city's high-standard farmland construction projects funded by additional government bonds cover 1.398 million mu, with a total investment of 3.532 billion yuan. The main construction is scheduled to be completed by the end of November. About 340 million yuan of work-for-relief funds are planned, to maximize the participation of farmers and herdsmen in the project implementation areas in project construction.
