"Now we no longer have to worry about 'accidental violations' in bidding. The Public Resource Trading Supervision Bureau helps us check things in advance and guides us through the fair competition review of bidding documents..." said Mr. Zhu, project manager of the Wuhan Huangpi District "Five Good and Two Suitable" Beautiful and Livable Rural Pilot Demonstration Construction Project. It turns out that the Huangpi District Public Resource Trading Supervision Bureau has innovatively launched a "Chief Project Steward + Pre-bidding Forward Service" model, vigorously promoting fair competition review and optimizing the bidding environment.

A few days ago, the National Development and Reform Commission and seven other departments jointly issued the "Rules for Fair Competition Review in the Field of Bidding and Tendering," which will officially take effect on May 1, 2024.

The Huangpi District Public Resource Trading Supervision Bureau responded immediately by innovatively launching the "Chief Project Steward + Pre-bidding Forward Service" model, vigorously carrying out publicity and implementation of the fair competition review policy for bidding documents, guiding tenderee entities to conduct pre-bidding fair competition reviews, and putting forward three regulatory suggestions regarding unreasonable regional restrictions and performance restrictions on bidders. The bidding documents for one project were not allowed to be released, and adjustments were urged.

A relevant person in charge of the Huangpi District Public Resource Trading Supervision Bureau stated that fair competition is the core principle of the market economy and an important guarantee for advancing the construction of a unified national market for bidding and tendering. By conducting pre-bidding fair competition reviews, it is possible to effectively identify and eliminate problems in bidding documents such as unreasonable conditional restrictions, evaluation factors, and exclusionary and restrictive competitive conditions that may exist in bidding requirements, thresholds, and scoring systems, transforming "remedial" end-stage supervision into "early warning" front-end service, and effectively clearing obstacles and safeguarding fair trading of public resources.
