Recently, Xiamen Municipality released the "Implementation Plan for Providing Free Accommodation Support to College Students Coming to Xiamen for Job Seeking and Internships," which trended on social media and sparked heated discussion among netizens. Yesterday, a reporter from Beijing Youth Daily contacted the Xiamen Municipal Housing and Urban-Rural Development Bureau regarding issues of public concern.

　　Staff at the policy consultation hotline of the Xiamen Municipal Housing and Urban-Rural Development Bureau stated that there is no age limit for this application. The free accommodation support policy targets two main categories: first, non-local-registered full-time college graduates with a junior college diploma or above (including associate degree and bachelor's degree) who have graduated within the past 3 years and come to Xiamen for job seeking or internships, and who personally have no housing in Xiamen (local university student collective household registrations are treated as non-local); second, non-Xiamen-origin full-time college students with a junior college diploma or above currently enrolled and coming to Xiamen for internships. Applicants in both categories must meet the conditions of having no self-owned housing in Xiamen and no employment registration or social insurance payment record in Xiamen.

　　The first batch of housing for the free accommodation support policy is arranged at Weili Apartment in Huli District, including 670 units, 2,010 beds, and 123 backup units, 369 beds. The project is adjacent to metro, BRT, and bus stations, and close to large shopping malls such as Ledu Hui Plaza and Wanyue City, offering convenient transportation and complete facilities. In addition, the apartment is equipped with supporting facilities such as a gym and a recruitment meeting room, and can provide special services including entrepreneurship guidance and employment assistance.

　　Regarding apartment conditions, the staff introduced that the free accommodation support policy is based on a "one bed per person" accommodation standard, in principle two people per room, with no more than 3 people per room. The apartment buildings are separated by gender and equipped with facial recognition access control systems. Eligible college students may apply for free accommodation for a cumulative maximum of 12 months. Rent is waived during the stay, but individuals must bear water and electricity fees, property management fees, and other related costs themselves. Self-selection of rooms and room changes are not supported.

　　Eligible college students can complete the entire application process online by submitting application materials via the "iXiamen" mobile app. After successful submission, they can log in to the platform from the next day within 3 working days to check the review opinion on the "Qualification Application Progress and Support" page. If applicants have objections to the review opinion, they may submit an objection application through the "Objection Application" module on the platform. Applicants may log in to the platform within two working days from the day after submitting the objection application to check the handling status of the objection application on the "Qualification Application Progress and Support" page. Those who pass the review shall bring their ID documents to the housing location to complete the check-in procedures.

　　According to the accommodation agreement, residents are prohibited from privately installing or connecting electrical wiring in the dormitory and from using high-power appliances such as electric stoves, induction cookers, and electric blankets. If discovered, such items will be confiscated and a verbal warning will be given; repeat violations will result in direct eviction. In addition, during the stay, management personnel will regularly inspect hygiene conditions; if conditions are found to be poor, they will offer advice, and if there is no improvement after three instances, the stay duration will be shortened.
